Notification No. 11/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
This notification amends the 2017 concessional rate notification for goods supplied to holders of petroleum exploration licences and coal-bed methane contracts, substituting the entry in the rate column with nine per cent central tax, that is eighteen per cent combined, with effect from 22 September 2025. The concessional scheme survives but at the standard rate, so the practical benefit is now limited to items that would otherwise attract a higher rate under the main schedule.

The Namakkal manufacturer made carbonated beverages containing fruit juice and sought classification under the fruit pulp or fruit juice based drinks entry taxed at 12 percent. The Authority held that once carbon dioxide is added the product is classifiable under heading 2202 10 as waters containing added carbon dioxide and flavouring, and not as fruit juice under heading 2009, so the higher rate applicable to that entry along with compensation cess applies. The Appellate Authority upheld that view.
Why this matters: Chennai beverage makers must check whether the drink is carbonated before applying the 12 percent fruit drink rate.

The Council announced an amnesty scheme reducing late fee on pending GSTR-3B returns for the tax periods from July 2017 to April 2021. For taxpayers with no tax liability in those periods the late fee was capped at Rs 500 per return, and for others at Rs 1,000 per return, in each case counting central and state tax together. The reduced late fee applied only where the returns were furnished between 1 June 2021 and 31 August 2021, a window later extended to 30 November 2021.
What it means for you: Taxpayers who cleared four years of pending returns in this window paid a fraction of the statutory late fee, which is why acting promptly in an amnesty window matters so much.
