Trade Profile and GST Jurisdiction for Doctor M.G.R. Salai, Nungambakkam

Every locality in Chennai has its own commercial rhythm, and Nungambakkam is no exception. Nungambakkam is prime corporate Chennai: banks, consulting firms and company headquarters on Nungambakkam High Road and Sterling Road, with luxury retail on Khader Nawaz Khan Road. Service exporters and consultancies dominate, so LUT renewals under RFD-11 each financial year, place-of-supply determinations on cross-border services and input tax credit on high-value office rentals are the recurring GST questions in this market. Our practice has shaped its GST Notice Reply work around exactly these realities, serving clients in Nungambakkam as well as Chetpet and T. Nagar. Registrations, returns, refunds and notice replies are handled by one accountable team, with fees fixed in writing before work begins and every filing reconciled against portal data before it is submitted.

GST jurisdiction for Nungambakkam (PIN 600034): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Nungambakkam before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Educational Institutions in Nungambakkam
Education enjoys exemption only within defined walls: institutions providing recognised board or university qualifications are exempt under Entry 66 of Notification 12/2017, along with their transport, catering and examination services to students. Coaching centres, skill academies and training institutes fall outside the entry and pay 18 percent. An organisation running both a recognised school and a commercial coaching wing must segregate the streams, reverse proportionate input credit under Rule 42 on the exempt side, and still count exempt fees within aggregate turnover for registration. A specialist structures the two activities, fee invoicing and credit reversals so the exemption claimed for one stream is never endangered by the other.
Urgent GST Notice Reply in Nungambakkam is handled on priority — expiring deadlines, suspended registrations and notice replies are taken up the same working day, with fixed professional fees starting at Rs.2,999.
Why Us

Why Doctor M.G.R. Salai, Nungambakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Fast, Clean Registrations and Amendments

New GSTIN applications, core field amendments through REG-14, additional places of business — we prepare complete, query-resistant applications the first time. Clean paperwork is the difference between smooth approval and weeks lost answering clarification memos from the department.

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

A Real Local Office You Can Walk Into

We are a Chennai firm with a physical office, not a faceless portal. If you prefer to sit across a table with your papers, you are welcome. Clients from Nungambakkam regularly visit us for registrations, notice discussions and annual return reviews.

Advisory, Not Just Data Entry

We tell you when the composition scheme stops making sense, when QRMP suits your cash flow, and when a supplier's non-compliance is quietly costing you credit. Filing is the minimum; helping you make better GST decisions is the actual job.

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Nungambakkam are never held up by a compliance gap at the gate.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

How It Works

Our Notice Reply Process

Notice study

We read the notice line by line, identify the section invoked, the periods covered, the exact information sought and the deadline for response.

Data reconciliation

The figures alleged in the notice are reconciled against your filed returns, GSTR-2B and books, so the reply is grounded in verifiable numbers rather than assertions.

Reply drafting

We draft a professional, point-wise reply addressing every allegation, attaching reconciliations, invoices and legal support, and share the draft with you for approval.

Filing and payment

The approved reply is filed on the portal within the deadline. Where a small genuine liability exists, we advise payment through DRC-03 to limit interest and penalty.

Closure tracking

We monitor the portal for the officer's response, attend to any further queries or hearing dates, and pursue the matter until a closure or order is received.

Outcomes

What You Get

Practical outcomes our clients measure us by.

A Written Trail for Every Decision

Tax positions, rate choices and credit calls are documented as they are made, so if a question arises years later, the reasoning and evidence are on file rather than in someone's fading memory.

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

Time Back for Your Actual Business

The hours you or your accountant spent wrestling with the portal, JSON errors and reconciliations every month return to sales, operations and customers, while trained hands manage the compliance in the background.

Marketplace Accounts That Stay Live

E-commerce platforms continuously validate seller GSTINs and filing status. A consistently compliant registration keeps your listings active and settlements flowing, with no sudden suspension of your online sales channel.

Due-Diligence Ready for Investors and Buyers

Funding rounds, partnerships and business sales all begin with a compliance check. A clean, documented GST history lets you clear that scrutiny quickly instead of watching a deal stall over old filing gaps.

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.

Law Update

GST Rulings and Notifications That Affect You — relevant to Nungambakkam businesses

GST law moves through notifications, circulars and court decisions. These are the ones changing how filings are prepared right now.

Notification

Late fee on old GSTR-3B returns capped at Rs 500 per return

Notification No. 52/2020-Central Tax · 2020-06-24

For the tax periods July 2017 to January 2020 the late fee on GSTR-3B was capped at Rs 500 per return, being Rs 250 each under the central and State laws, and was waived completely where the return was a nil return. The concession applied only if the pending return was furnished between 1 July 2020 and 30 September 2020. The same notification also continued conditional waivers for the February to July 2020 returns.

What it means for you: This was the first true GST amnesty and it let Chennai businesses clear more than two years of backlog for a nominal fee, setting the template for the later 2021 scheme.

AAR Ruling

Ladies hostel run from rented premises, with food, held taxable

Nithiyashree Ladies Hostel - AAR Tamil Nadu, Advance Ruling No. 77/AAR/2023, dated 4 September 2023 · 2023-09-04

The applicant ran a ladies hostel in premises it had itself taken on rent and supplied accommodation together with food and related services. It sought exemption on the footing that this was renting of residential accommodation. The Authority held the supply classifiable under heading 9963 and taxable at 9 percent central tax and 9 percent State tax, treating hostel accommodation with attached services as a taxable service and not as renting of a residential dwelling for use as a residence.

Practical effect: Chennai hostel and paying guest operators should not assume exemption; the outcome turns on the exact facts and on later High Court rulings.

GST Council

Millet flour preparations exempted or cut to 5 per cent; molasses reduced from 28 to 5 per cent

52nd GST Council Meeting, New Delhi — 7 October 2023 · 2023-10-07

The Council recommended nil GST on food preparation of millet flour in powder form containing at least 70 per cent millets by weight when sold loose, and 5 per cent when pre-packaged and labelled. GST on molasses was slashed from 28 per cent to 5 per cent to benefit sugarcane farmers and reduce cattle feed costs. The Council also clarified that job work services of converting barley into malt attract the concessional 5 per cent rate applicable to job work in relation to food products, and not 18 per cent.

What to do about it: Food processors and cattle-feed traders in Tamil Nadu gained significant input cost relief and needed to re-price millet-based products.

No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for GST notice reply?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
What is the process for GST notice reply?
The process runs in clear stages: Notice study; Data reconciliation; Reply drafting; Filing and payment. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
At what amount of tax evasion can GST prosecution be launched?
Following the Finance Act 2023 amendments, prosecution under Section 132 is generally launched only where the amount of tax evaded, or input tax credit wrongly availed or utilised, exceeds Rs.2 crore, raised from the earlier Rs.1 crore. The important exception is the offence of issuing invoices without any actual supply of goods or services, where the lower threshold continues, reflecting the government's focus on fake billing networks. The same amendments also decriminalised certain lesser offences, including obstruction of an officer and failure to supply information. Prosecution is in addition to, not instead of, the monetary penalties and demand proceedings.
I applied for GST registration in Nungambakkam and received a REG-03 notice. What does it mean?
Form REG-03 is a notice seeking clarification on your GST registration application. The officer may question your proof of principal place of business, promoter identity documents or the nature of business declared. You must reply in Form REG-04 within seven working days of the notice, uploading the clarification and supporting documents on the GST portal. If no reply is filed, the officer can reject the application in Form REG-05. Many Nungambakkam applications are queried over rental agreements and electricity bills, so have the property papers vetted before replying. Call +91 - 9600 606 444 if you need the REG-04 response drafted properly.
I got a show cause notice in REG-17 threatening cancellation of my GST registration. What should I do?
Form REG-17 is issued when the officer proposes to cancel your registration, commonly for continuous non-filing of returns, non-existence at the declared premises or wrongful ITC availment. You must reply in Form REG-18 within seven working days and attend the hearing if one is fixed. If the reply satisfies the officer, proceedings are dropped in REG-20; otherwise cancellation is ordered in REG-19. If cancellation happens, you can seek revocation in Form REG-21 within ninety days after filing all pending returns and paying dues. Because cancelled registrations freeze e-way bills and invoicing, treat a REG-17 in Nungambakkam as urgent.
How much does it cost to get a GST notice reply drafted in Nungambakkam?
Professional fees depend on the type of notice and the stakes involved. A simple clarification or return-default reply costs far less than a detailed defence to a show cause notice with multiple issues. At ChennaiGST, notice reply services start at Rs.2,999, which covers studying the notice, reconciling your data, drafting a reasoned reply with supporting annexures and filing it on the GST portal. Hearing representation is scoped separately where required. We serve businesses across Nungambakkam and nearby localities, and the first assessment of your notice is done before we quote. Call +91 - 9600 606 444 with a copy of the notice for a fixed quote.
How do I get a provisional attachment on my property or bank account lifted quickly?
Rule 159(5) gives you the immediate remedy: file an objection before the Commissioner, within seven days of the attachment, contending that the property was not liable to attachment, and seek a personal hearing. If satisfied, the Commissioner releases the property through Form DRC-23. In practice, offering less disruptive security, demonstrating that the attachment cripples salaries and statutory payments, or showing that the underlying proceedings do not fall within Section 83 are effective grounds. Where the Commissioner refuses, a writ petition before the Madras High Court is the established route for Nungambakkam businesses, since no appeal is provided against DRC-22. Call +91 - 9600 606 444 the day the bank informs you.
Can a person who never filed the returns still be penalised in a fake invoice case?
Yes. Section 122(1A) targets the person at whose instance fake transactions are conducted and who retains the benefit, even if the invoices were issued through some other entity. Where the offence involves supplying without an invoice, issuing invoices without supply, or availing or passing on credit from such invoices, the beneficiary faces a penalty equal to the tax evaded or the credit availed or passed on. This is how masterminds behind billing rackets are penalised alongside the front companies. If your GSTIN in Nungambakkam has been misused by a third party, respond to any such notice with evidence immediately; call +91 - 9600 606 444.
I paid a demand through DRC-03 but the portal still shows it outstanding. What is Form DRC-03A?
This happens because a DRC-03 payment does not automatically knock off a demand created in the electronic liability register through DRC-07. Form DRC-03A, introduced through Notification 12/2024 and Rule 142(2B), lets you link an earlier DRC-03 payment made under the cause voluntary or others to a specific demand order. File it under My Applications, select the DRC-03 ARN and the demand order number, and the system adjusts the liability register accordingly. Without this mapping, recovery notices can continue despite full payment, so businesses in Nungambakkam with paid-but-open demands should file DRC-03A promptly.
What is the difference between GST return scrutiny and a departmental audit?
Scrutiny under Section 61 is a desk review of your filed returns, where the officer points out specific discrepancies through ASMT-10 and you explain them in ASMT-11; it is limited to what the returns reveal. An audit under Section 65 is far wider: officers examine your books of account, records and returns together, can visit your premises, and test classification, valuation, ITC eligibility and exemptions for the years covered by the ADT-01. Scrutiny can be closed with a good reconciliation; an audit needs sustained document management and negotiation over weeks. Both, if unresolved, end in Section 73 or 74 demands, so early professional handling pays.
How will I know my scrutiny reply has been accepted by the GST officer?
If your explanation in ASMT-11 is found acceptable, the officer issues Form ASMT-12 informing you that the discrepancies stand explained and no further action is required on those points. The order appears in your Additional Notices and Orders tab on the portal. Keep the ASMT-12 safely with your reconciliation working papers, because the same period can still come up in a later audit and the closure order is your best shield. If instead the officer is not satisfied, expect a DRC-01A or show cause notice. Many Nungambakkam clients receive ASMT-12 within weeks when the reply is complete and well-annexed.
Can I transfer cash ledger balance from one GSTIN to another GSTIN of the same PAN?
Yes, within limits. Under Section 49(10), unutilised IGST and CGST balances in the electronic cash ledger can be transferred through PMT-09 to the cash ledger of a distinct person, that is, another GSTIN registered on the same PAN in the same or another state. SGST balances cannot be moved across states in this manner. The transfer is not permitted if the transferring GSTIN has any unpaid liability standing in its electronic liability register. Multi-state businesses headquartered in Nungambakkam use this to shift idle deposits to the branch that actually needs the cash, avoiding fresh working capital outflow.
My customer in Mumbai asked me to deliver goods directly to his buyer in Nungambakkam. How do I bill this?
This is a bill-to ship-to transaction under Section 10(1)(b). When goods are delivered to a third party on the instruction of your customer, the law deems your customer's principal place of business as the place of supply, not the actual delivery point. So you invoice the Mumbai customer with IGST even though the goods physically moved within Tamil Nadu, and the Mumbai customer raises a second invoice on the ultimate recipient in Nungambakkam. Only one e-way bill is needed for the movement, generated by either party with both invoice legs captured. Wrongly billing the delivery-point state is a classic error that misplaces the credit chain entirely.
What GST rate applies to a goods transport agency: 5 percent or 18 percent?
Both exist, depending on the option exercised. The default position is 5 percent payable by the specified recipient under reverse charge, with no input tax credit to the GTA. Alternatively, a GTA may opt to pay tax itself under forward charge, either at 5 percent without input tax credit or at the higher rate with full credit, which was revised from 12 percent to 18 percent with effect from 22 September 2025. The with-credit option suits transporters with large spends on vehicles and tyres. Once the forward charge option is exercised for a year, it applies to all consignments of that year.
How do I register my DSC on the GST portal, and why does the emSigner error keep appearing?
After logging in, open My Profile and select Register or Update DSC, choose the authorised signatory's PAN, and sign with the USB token; the certificate must be Class 3 and the PAN on it must match the signatory's PAN on the portal. Signing requires the emSigner utility running in the background, and the common failure to establish connection error means emSigner is not started, is blocked by the browser, or another application occupies its port. Run emSigner as administrator, keep the token connected, and use the trusted-site settings the portal recommends. We troubleshoot DSC issues for Nungambakkam companies routinely; call +91 - 9600 606 444.
How much time do I get to raise an invoice for services?
A tax invoice for services must be issued within thirty days from the date of supply of the service. For banks, insurers, financial institutions and NBFCs, the limit is forty-five days. Where services are supplied continuously, the invoice follows the contract: if the due date of payment is ascertainable, invoice on or before that date; if not, invoice when payment is received; and if payment is linked to completion of an event or milestone, invoice on or before its completion. Consultants and agencies that bill quarterly should check their contracts against these rules, since late invoicing defers nothing legally.
How is GST charged on hotel room tariffs after the rate changes?
Hotel accommodation with a value of supply up to Rs.7,500 per unit per day attracts 5 percent GST without input tax credit, a reduction from the earlier 12 percent. Rooms priced above Rs.7,500 per day attract 18 percent with full input tax credit. The rate is determined by the actual transaction value charged for the room, so seasonal discounts can change the applicable rate on the same room across bookings. Lodges and hotels around Nungambakkam should configure billing software to test the per-day value on each invoice rather than fixing one rate for the property.
My shop's landlord in Nungambakkam is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Nungambakkam remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
How long does GST notice reply take in Nungambakkam?
Draft reply in 3-5 working days. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
What documents are required for GST notice reply in Nungambakkam?
For GST notice reply you will generally need: Copy of the notice received, with its reference number and date, GST portal login credentials, GSTR-1 and GSTR-3B filed copies for the periods in question, GSTR-2A and GSTR-2B data for the relevant periods, Sales and purchase registers for the periods covered. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
Which GST office handles Nungambakkam businesses?
Businesses in Nungambakkam (PIN 600034) generally fall under the CGST Chennai North Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
