GSTN Advisory, 2023 — geocoding of the principal place of business enabled for all States and Union Territories · 2023
GSTN rolled out a geocoding facility that converts the address of the principal place of business into map coordinates, so the location on the registration certificate can be verified against the ground position. After a pilot in a few states, the functionality was extended to normal, composition, casual, SEZ and input service distributor taxpayers in every State and Union Territory during 2023, and geocoding of additional places of business followed. Geocoding does not change the address recorded in the registration.

CBIC explained the scope of the principal-agent relationship in Schedule I. The deciding test is the invoice: where the agent issues the invoice for the supply of goods in his own name, or receives goods in his own name from the supplier on behalf of the principal, the transaction between principal and agent is a deemed supply even without consideration. A commission agent who merely arranges a sale and never invoices the goods in his own name is not covered.
What it means for you: Commission agents in Chennai's wholesale markets should look at whose name appears on the invoice, since that single fact decides whether compulsory registration and deemed-supply tax apply.
Notification No. 14/2019-Central Tax dated 07.03.2019 · 2019-03-07
Superseding Notification 08/2017-Central Tax, this notification raised the aggregate turnover eligibility ceiling for the composition levy under section 10 from Rs 1 crore to Rs 1.5 crore with effect from 1 April 2019, with a Rs 75 lakh ceiling retained for specified special category States. It also carried forward the exclusions, notably for manufacturers of ice cream, pan masala and tobacco products.
What it means for you: This is the composition turnover limit that still applies, so a Chennai trader or manufacturer up to Rs 1.5 crore may opt for the flat one per cent levy in FORM GST CMP-02.
