Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule II, heading 2523 · 2025-09-17

Portland cement, aluminous cement, slag cement, super sulphate cement and similar hydraulic cements, whether or not coloured or in the form of clinkers, appear in Schedule II at nine per cent central tax, giving a combined eighteen per cent from 22 September 2025. Cement had carried twenty-eight per cent since 2017 and was the single largest tax input in construction. Marble, granite and most other building materials also sit at eighteen per cent in the same schedule.

Practical effect: Builders and hardware dealers in Chennai must bill cement at eighteen per cent and should have revisited running contracts and price lists from 22 September 2025.

Can I issue a single credit note against several invoices?
Yes. Since the amendment to Section 34 by the CGST (Amendment) Act, 2018, effective 1 February 2019, the law permits one or more credit notes to be issued against one or more tax invoices of a financial year. A distributor giving a season-end adjustment to a retailer can therefore issue one consolidated credit note covering dozens of invoices, rather than one note per bill. Is an ice cream parlour or sweet shop taxed like a restaurant at 5%?
Not automatically. CBIC Circular 164/20/2021 clarified that ice cream parlours selling already manufactured ice cream are supplying goods, not restaurant service, so the rate of the goods applies; ice cream itself moved to 5% in the September 2025 rate rationalisation. Sweets sold over the counter are likewise goods, with sweetmeats attracting 5%. However, where a sweet shop also runs a seating area serving prepared food, that portion can qualify as restaurant service at 5% without input credit. I paid my supplier only part of the invoice within 180 days. How much ITC do I reverse?
The reversal is proportionate. If you paid sixty percent of the invoice value including tax within 180 days, you reverse only the ITC attributable to the unpaid forty percent, reporting it in Table 4(B)(2) of the GSTR-3B for the tax period immediately following the expiry of the 180 days. Amounts settled through book adjustments, such as netting off mutual dues or debit notes for quality deductions reducing the payable, have been accepted as payment in advance rulings, so a properly documented ledger adjustment protects the credit.
