GSTN rolled out biometric-based Aadhaar authentication and document verification for GST registration applicants in Tamil Nadu and Himachal Pradesh. Applications identified by data analytics and risk parameters are routed for biometric verification, requiring the applicant to book a slot and visit a GST Suvidha Kendra with original documents for photograph and fingerprint capture. Rule 8 of the CGST Rules was amended to support this risk-based process.
Practical effect: New applicants in Chennai should keep originals ready and complete the GSK biometric visit promptly, as registration is not granted until verification is done.

Tobacco products had been left at twenty-eight per cent in Schedule VII when GST 2.0 took effect, pending discharge of the compensation cess loan obligations. This notification omits Schedule VII entirely with effect from 1 February 2026 and moves pan masala, unmanufactured tobacco and refuse, cigars and cigarettes, other manufactured tobacco and nicotine inhalation products into Schedule III at forty per cent. Biris of tariff items 2403 19 21 and 2403 19 29 were placed in Schedule II at eighteen per cent.
Practical effect: Tobacco and pan masala wholesalers in Chennai charge forty per cent on supplies made on or after 1 February 2026, with biris at the lower eighteen per cent rate.

The Supreme Court held that the same transaction may have a goods aspect and a service aspect, and different legislatures may tax different aspects, but the same element cannot be taxed twice. A composite contract cannot be split into goods and services except in the cases specifically permitted by Article 366(29A), such as works contracts and catering. The dominant nature test was applied to decide the character of the contract.
