Where an advance was received, tax paid and an invoice issued, and the contract was later cancelled, the supplier issues a credit note under section 34 and adjusts the liability; where only a receipt voucher was issued, he issues a refund voucher and claims refund of the excess tax paid in FORM GST RFD-01. It also confirmed that a Letter of Undertaking for 2020-21 could be filed up to 30 June 2020 while quoting the previous year's LUT number.

No. The 5% levy on specified food items applies only when they are supplied in pre-packaged and labelled form in packs up to 25 kilograms. When a retailer opens bulk stock and weighs out loose quantities against each customer's order, the supply is not of a pre-packaged commodity, so it remains exempt. What you cannot do is sell an intact labelled retail pack and bill it as loose. My customer in Mumbai asked me to deliver goods directly to his buyer in Puthagaram. How do I bill this?
This is a bill-to ship-to transaction under Section 10(1)(b).
