GSTN clarified that for taxpayers under the Quarterly Return Monthly Payment scheme, GSTR-2B is generated only for the last month of each quarter, and inward supplies of all three months appear in that single quarterly statement. GSTN also explained that GSTR-2B is not generated for a period where the previous period's GSTR-3B remains unfiled, and that the statement becomes available once the pending return is filed.
What to do about it: QRMP businesses should plan input tax credit reconciliation quarterly and clear any pending GSTR-3B, since an unfiled return stops the next GSTR-2B from being generated.

A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.

Hair oil and shampoo, toilet soap in the form of bars and cakes other than industrial soap, toothpaste, tooth powder and dental floss were moved into Schedule I at five per cent from 22 September 2025, down from eighteen per cent. Other soaps and organic surface-active preparations, and dentifrices other than the listed items, remain in Schedule II at eighteen per cent, so the concession is confined to the everyday personal care items the Council named.
Practical effect: FMCG distributors must apply five per cent only to the named items and keep the balance of the toiletries range at eighteen per cent, since the split within one chapter is easy to get wrong.
