For supplies received from unregistered persons that are taxable under reverse charge, CBIC clarified that the Section 16(4) time limit for availing input tax credit is reckoned from the financial year in which the recipient issues the self-invoice, not the year of the supply itself. Where the self-invoice is issued belatedly, the recipient may still claim credit but is liable to interest for delayed tax payment and possible penal action for the documentation delay.

Three offences were decriminalised altogether: obstructing or preventing an officer in the discharge of duties, deliberate tampering with material evidence, and failure to supply information.

Where the offence involves supplying without an invoice, issuing invoices without supply, or availing or passing on credit from such invoices, the beneficiary faces a penalty equal to the tax evaded or the credit availed or passed on.
