Refund claims of about Rs 5.4 crore relating to supplies made to SEZ units were rejected on procedural grounds. The Madras High Court quashed the appellate orders, holding that a delay in obtaining the authorised officer's endorsement under Rule 30(4) of the SEZ Rules cannot defeat refund eligibility where the integrated tax was actually paid and the goods were admitted into the SEZ, and that under Rule 90(3) the officer must issue a deficiency memo allowing documents to be supplied rather than reject the claim outright.
What to do about it: A refund claim for SEZ supplies should not be abandoned because an endorsement or document came in late — the substantive entitlement survives if the claim itself was filed in time.

After cases of integrated tax refunds obtained on the strength of fake invoices, CBIC issued a standard operating procedure for exporters whose refunds are suspended pending verification. The jurisdictional CGST formation is to verify the exporter's existence, the genuineness of the input tax credit claimed and the details in a prescribed verification report, and to complete the exercise within fourteen working days, after which the report goes to the Chief Commissioner and the refund is released if the verification is favourable.
What to do about it: If an export refund is held up because the exporter has been flagged, this circular sets the timeline and the exact documents to place before the officer.
Notification No. 21/2018-Central Tax (Rate), dated 26 July 2018 (G.S.R. 695(E)) · 2018-07-26
This notification created a dedicated table of handicraft items with concessional rates, covering handcrafted candles, carved and inlaid wood products, wooden frames, art ware of cork and sholapith, basketwork and mats of vegetable material including korai mats, handmade paper, papier mache articles, coir products, handmade carpets, bamboo and cane ware. It operated independently of the main goods schedule so that genuine artisan output was not pushed into higher slabs by tariff classification.
What it means for you: Traders in korai mats, coir goods and wooden handicrafts from Tamil Nadu should classify under this notification rather than the general chapter rate.
