GSTN rolled out biometric-based Aadhaar authentication and document verification for GST registration applicants in Tamil Nadu and Himachal Pradesh. Applications identified by data analytics and risk parameters are routed for biometric verification, requiring the applicant to book a slot and visit a GST Suvidha Kendra with original documents for photograph and fingerprint capture. Rule 8 of the CGST Rules was amended to support this risk-based process.
Practical effect: New applicants in Chennai should keep originals ready and complete the GSK biometric visit promptly, as registration is not granted until verification is done.
50th GST Council Meeting, New Delhi — 11 July 2023 · 2023-07-11
The 50th GST Council meeting decided that online gaming, casinos and horse racing would be taxed at 28 per cent on the full face value of bets or chips purchased, without distinguishing games of skill from games of chance. The Council recommended amending the GST laws to include online gaming and horse racing as taxable actionable claims. The decision reshaped the economics of the online real-money gaming industry and triggered large retrospective demand notices on gaming companies.
What to do about it: Any Chennai business operating or facilitating real-money games must register, charge 28 per cent on deposits and expect close departmental scrutiny of past periods.
Notification No. 10/2019-Central Tax dated 07.03.2019 · 2019-03-07
With effect from 1 April 2019 this notification exempts from obtaining registration any person engaged exclusively in the supply of goods whose aggregate turnover in the financial year does not exceed Rs 40 lakh. The exemption does not apply to persons required to register compulsorily under section 24, persons making supplies of ice cream and other edible ice, pan masala and tobacco products, persons in specified special category States, and persons who choose to remain voluntarily registered.
What to do about it: A Chennai trader dealing exclusively in goods can stay unregistered up to Rs 40 lakh, but a business supplying any services at all remains on the Rs 20 lakh threshold.
