Notification No. 14/2020-Central Tax · 2020-03-21

Registered persons with aggregate turnover above Rs 500 crore were required to print a dynamic quick response code on invoices issued to unregistered consumers, so that the customer could scan and pay digitally. Where the payment is made through a prescribed dynamic QR code, the cross-reference of that payment on the invoice is treated as compliance. The same exclusions as e-invoicing apply. The start date was pushed from 1 April 2020 to 1 October 2020 and then to 1 December 2020.

Practical effect: Only very large retailers are covered, so an ordinary Chennai shop or restaurant has no dynamic QR code obligation on its cash-counter bills.

A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.

What penalties does Section 122 of the CGST Act prescribe, and for which offences?

An ASMT-13 best judgment order was passed against me. Can it still be nullified by filing the return?
Yes, Section 62 contains a self-correcting mechanism. If you furnish the valid return within sixty days of service of the ASMT-13 assessment order, the order is deemed withdrawn automatically, though late fee and interest remain payable. The Finance Act 2023 added a further cushion effective 1 October 2023: even after the sixty days, you can file the return within an additional sixty days by paying an extra late fee of Rs.100 per day under the CGST Act, with a matching state levy, for each day beyond the first window, and the order still stands withdrawn. Beyond the full one hundred and twenty days, the estimated demand becomes enforceable, leaving appeal as the remedy.
How can I verify whether a GST notice I received is genuine or fake?
Every communication from a central GST officer must carry a Document Identification Number (DIN), which you can verify on the CBIC website. Notices issued through the GST portal carry a Reference Number that can be checked after logging in, and a genuine notice will also appear in your View Notices and Orders or View Additional Notices and Orders tab. As per CBIC instructions, a communication without a DIN is treated as invalid. Be cautious of demands received only on WhatsApp or email asking for payment to personal accounts. Can my GST consultant attend a summons hearing on my behalf in Thoraipakkam?

Yes. Is GST still charged on life and health insurance premiums?
