Meeting shortly after the Kerala floods, the Council discussed that State's proposal to impose a cess on SGST to fund rehabilitation and flood-related works. Because GST had removed the States' independent power to levy such a cess, the Council constituted a seven-member Group of Ministers convened by the Deputy Chief Minister of Bihar, with members from Assam, Kerala, Maharashtra, Odisha, Punjab and Uttarakhand, to examine modalities for revenue mobilisation in case of natural calamities and disasters, reporting by 31 October 2018.

The Supreme Court upheld the levy of GST on lotteries, holding that the inclusion of actionable claims such as lottery, betting and gambling within the definition of 'goods' under Section 2(52) CGST Act is constitutionally valid and not discriminatory. It further held that GST is payable on the face value of lottery tickets, including the prize money component, rejecting the argument that prize money should be excluded from the taxable value.
Practical effect: The ruling confirms Parliament's wide power to tax actionable claims under GST — businesses in gaming, contests and promotional schemes should price for GST on gross face value.

Where the due date for filing an application for revocation of cancellation of registration under Section 30, read with Rule 23, fell between 1 March 2020 and 31 August 2021, the application could be filed up to 30 September 2021. The relief was confined to registrations cancelled for non-filing of returns under clause (b) or clause (c) of Section 29(2). Taxpayers still had to file all pending returns and pay the tax, interest, penalty and late fee before the application could be allowed.
Practical effect: This was the escape route for Chennai businesses whose GSTIN was cancelled during the pandemic, and it established the pattern of periodic revocation windows.
