GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Practical effect: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

CBIC extended the manual filing and processing procedure of Circular 17/17/2017 to three further refund categories: accumulated input tax credit on account of an inverted duty structure, refund of tax paid on deemed export supplies, and refund of excess balance lying in the electronic cash ledger. It also covered supplies made under the concessional merchant-export notifications of 23 October 2017 and prescribed the statements and undertakings each category required.

46th GST Council Meeting, New Delhi — 31 December 2021 · 2021-12-31
The 46th meeting was convened on the last day of 2021 with essentially one outcome. The Council recommended deferring the decision to change the rates in textiles that had been recommended at the 45th meeting, so that the existing rates in the textile sector would continue beyond 1 January 2022. The reversal came after sustained representations from textile states and the trade that the increase from 5 to 12 per cent would raise costs for consumers and unorganised weavers. The footwear rate increase, however, went ahead as planned.
Why this matters: Textile traders in Chennai and across Tamil Nadu continued at five per cent from January 2022, but footwear moved to twelve per cent, so the two sectors diverged from that date.
