Air conditioning machines, refrigerators, freezers and other refrigerating equipment, household and other dishwashing machines, vacuum cleaners, television sets including LCD and LED sets, computer monitors, set top boxes and projectors all sit in Schedule II at nine per cent central tax, giving eighteen per cent combined, from 22 September 2025. These goods had carried twenty-eight per cent since 2017, so the reduction of ten percentage points was the largest single consumer benefit of GST 2.0.

With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.

Practical effect: GST law in India runs from 1 July 2017, so the first return periods, the first annual return and all transitional credit deadlines are measured from that date.

Procedure when a registration is suspended for return mismatches

Circular No. 145/01/2021-GST dated 11 February 2021 · 2021-02-11

Rule 21A(2A), inserted with effect from 22 December 2020, permits immediate suspension of a registration where a comparison of the returns filed under section 39 with the outward supplies reported in FORM GSTR-1, or with the inward supplies derived from the GSTR-1 filed by the taxpayer's own suppliers, shows significant differences or anomalies indicating contravention of the Act. CBIC directed that the taxpayer be intimated in FORM GST REG-31, or by email until that form is available on the portal, and be given thirty days to explain, after which the suspension is revoked or cancellation proceeds.

What to do about it: A suspension notice must be answered within thirty days with a reconciliation, because ignoring the REG-31 intimation leads straight to cancellation.

What imprisonment terms does GST law prescribe, and which offences are non-bailable?
Section 132 links punishment to the amount involved: imprisonment up to five years with fine where the tax evaded or credit misused exceeds Rs.5 crore, up to three years where it exceeds Rs.2 crore, and up to one year for the Rs.1 crore to Rs.2 crore band, which after the Finance Act 2023 changes survives only for the offence of issuing invoices without supply. A repeat conviction can attract up to five years regardless of amount. Offences involving supply without invoice, invoices without supply, credit from such invoices, and collected-but-not-deposited tax are cognizable and non-bailable when the amount exceeds Rs.5 crore; everything else is non-cognizable and bailable. Courts take cognizance only with the Commissioner's previous sanction.
I got a show cause notice in REG-17 threatening cancellation of my GST registration. What should I do?
Form REG-17 is issued when the officer proposes to cancel your registration, commonly for continuous non-filing of returns, non-existence at the declared premises or wrongful ITC availment. You must reply in Form REG-18 within seven working days and attend the hearing if one is fixed. If the reply satisfies the officer, proceedings are dropped in REG-20; otherwise cancellation is ordered in REG-19. If cancellation happens, you can seek revocation in Form REG-21 within ninety days after filing all pending returns and paying dues. Because cancelled registrations freeze e-way bills and invoicing, treat a REG-17 in Adambakkam as urgent.
What penalties does Section 122 of the CGST Act prescribe, and for which offences?
Section 122(1) lists twenty-one offences, including supplying without an invoice, issuing an invoice without supply, collecting tax but not depositing it beyond three months, failing to deduct or collect TDS or TCS, wrongly availing input tax credit and failing to register when liable. I missed the deadline to reply to a GST notice. What are my options now?
Act immediately, because delay narrows your options. If no order has been passed yet, file a belated reply with a condonation request explaining the delay and appear at the personal hearing; officers frequently take late replies on record before adjudicating. If an ex parte order has already been issued, you can file an appeal in Form APL-01 within three months of the order, paying the mandatory pre-deposit of 10 percent of the disputed tax. What is the general penalty under Section 125 and when is it imposed?

Where the Commissioner is satisfied that the audit cannot be completed in that time, he may record reasons and extend it by a further period not exceeding six months. In practice, audits drag when taxpayers supply records piecemeal, so submitting a complete, indexed set of documents at the start actually shortens the exercise. Track every submission with an acknowledgment, because the commencement date and the timeline arguments may matter later if disputes arise.
What is the difference between DRC-01A and DRC-01 in GST?
DRC-01A is a pre-show-cause intimation. In Part A the officer communicates the tax, interest and penalty he has ascertained and gives you a chance to pay or explain before formal proceedings begin; you can respond through Part B of the same form. DRC-01, by contrast, is the summary of a formal show cause notice under Section 73 or Section 74, which starts adjudication and must be answered in Form DRC-06.
