Circular 135/05/2020 had restricted refund of accumulated input tax credit to invoices reflected in FORM GSTR-2A, which caused difficulty because credit on imports, on invoices issued by an input service distributor and on supplies liable to reverse charge never appears there. CBIC clarified that the restriction was never intended to cover those categories, and that refund of credit availed on such documents continues to be allowed on the strength of the documents themselves.
Practical effect: Importers and firms paying reverse charge in Chennai should quote this circular if a refund officer disallows credit merely because it is absent from GSTR-2A.

From 22 September 2025 articles of apparel and clothing accessories of Chapters 61 and 62, other made-up textile articles of Chapter 63 and footwear of Chapter 64 attract five per cent where the sale value does not exceed Rs 2,500 per piece or per pair, and eighteen per cent where it exceeds that figure. The old thresholds of Rs 1,000 for garments and the flat twelve per cent on all footwear are gone, and the test is sale value, not maximum retail price.
Practical effect: A T. Nagar garment or footwear retailer must map every stock keeping unit against Rs 2,500 of actual sale value, because that single figure determines whether five or eighteen per cent applies.
Munjaal Manishbhai Bhatt v. Union of India — Gujarat High Court, 2022 · 2022-05-06
In a bungalow purchase where land constituted the dominant value, the Gujarat High Court held that the deeming fiction treating land value as one-third of the total consideration for GST on construction is arbitrary if applied mandatorily. Where the actual value of land is ascertainable from the agreement, tax must be computed after deducting the real land value; the one-third deduction in the rate notification was read down as optional, available at the taxpayer's choice.
Practical effect: Builders and buyers with separately valued land agreements can compute GST on actual construction value — worth revisiting for plotted developments and villa projects around Chennai.
