Because the refund module was not available on the common portal, CBIC directed that refund claims relating to zero-rated supplies be filed and processed manually. The applicant generated FORM GST RFD-01A online, printed it and submitted it with supporting documents to the jurisdictional office, which issued acknowledgement in RFD-02, a deficiency memo where needed in RFD-03, the provisional refund order in RFD-04 and the final sanction or rejection order in RFD-06. It also set out the documents and statements required for exports of goods and of services.
Practical effect: Refund claims for the early GST periods were processed under this manual route, so old files and any pending litigation from 2017-18 must be read against this circular rather than the present online process.

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

Notification No. 38/2017-Central Tax (Rate) dated 13.10.2017 · 2017-10-13
Responding to widespread compliance difficulty, this notification amended Notification 08/2017-Central Tax (Rate) to remove the daily Rs 5,000 limit and exempt all intra-State supplies of goods or services received by a registered person from an unregistered supplier from tax under section 9(4), up to 31 March 2018. In effect it suspended the unregistered-purchase reverse charge entirely rather than merely raising the threshold.
Practical effect: Chennai businesses have not had to pay reverse charge on ordinary purchases from unregistered vendors since 13 October 2017, and the suspension was repeatedly extended before becoming permanent.
