Trade Profile and GST Jurisdiction for Agaram

Every locality in Chennai has its own commercial rhythm, and Agaram is no exception. Agaram is a tight grid of workshops and homes between Peravallur and Sembium, with tailoring and hosiery units, footwear stitchers, cycle and two wheeler mechanics and small foundries along Loco Works Road and Kumaran Nagar Main Road. Market Street, Temple Road and the Paper Mills Road frontage carry grocery and rice wholesalers serving the Perambur belt, while Jaganathan Colony and Bharathi Nagar hold rented workshop sheds. Composition scheme limits, unregistered job work movements and cash sale invoicing gaps drive most notices received here. Our practice has shaped its Composition & CMP-08 work around exactly these realities, serving clients in Agaram as well as Peravallur and Sembium. Registrations, returns, refunds and notice replies are handled by one accountable team, with fees fixed in writing before work begins and every filing reconciled against portal data before it is submitted.

GST jurisdiction for Agaram (PIN 600082): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Agaram before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST Compliance for Retail Shops in Agaram
A retail counter bills hundreds of small consumer sales a day, and GST treats them very differently from B2B trade. B2C turnover goes into GSTR-1 as consolidated rate-wise figures, exempt goods need a bill of supply instead of a tax invoice, and a mixed basket of taxable and exempt stock forces proportionate credit reversal under Rule 42. Departments now compare UPI and card settlements against declared turnover, so daily sales must reconcile with bank inflows. A specialist sets up your billing software with a verified HSN and rate master, evaluates the one percent composition option against regular filing, and keeps declared figures consistent before any mismatch query arrives.
Yes, small businesses in Agaram can use professional Composition & CMP-08 affordably — fees start at Rs.499, which is usually far less than one period of late fees and lost input tax credit.
Why Us

Why Agaram Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

We Work with Your Existing Software

Tally, Zoho Books, Busy, marketplace reports, plain Excel or even a handwritten bill book — we take your data in whatever form your Agaram business already maintains it. You are never forced to buy new software or retrain staff just to become our client.

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

Support in Tamil and English

GST is confusing enough without a language barrier. Our team explains notices, tax positions and filing requirements in plain Tamil or English, whichever you and your staff in Agaram are comfortable with, and keeps written communication simple and jargon-free.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

GST Portal Expertise, Including the Difficult Days

OTP failures, DSC errors, stuck submissions on due-date evenings — we deal with the GST portal daily and know the workarounds. When the site misbehaves on the 20th, our team keeps retrying and escalating so your return still goes through.

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Agaram through each of these so month one starts correctly.

How It Works

Our Composition Scheme Process

Eligibility and enrolment

We verify your turnover and business type against composition conditions, and file CMP-02 to opt in from the start of the financial year where applicable.

Quarterly turnover compilation

Each quarter we collect your sales summary, apply the correct composition rate, and add any tax payable under reverse charge on specified inward supplies.

CMP-08 filing

The statement-cum-challan in Form CMP-08 is prepared, tax is paid, and the form is filed by the 18th of the month following the quarter.

Annual GSTR-4

After year end we consolidate the four quarters, reconcile with your books, and file the annual return in GSTR-4 before the 30 June due date.

Limit monitoring

We track your cumulative turnover through the year and, if the Rs.1.5 crore or Rs.50 lakh limit nears, manage a clean transition to the regular scheme.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

Audit-Ready Records at All Times

Filed returns, challans, reconciliations and working papers are archived in order from day one. If an audit or departmental verification comes, your file is ready the same week, not assembled in a panic.

Slips Settled Before They Become Notices

Where a genuine error is found in a past period, voluntary payment through DRC-03 before any notice issues closes the matter at minimal cost, instead of letting it ripen into a demand with penalty.

Peace of Mind Around Due Dates

The 11th and the 20th stop being days of dread. You approve a prepared draft, we file, and the acknowledgement lands on your WhatsApp — month after month, without drama.

Compliance That Continues When You Travel

Illness, travel or a family function no longer threatens a deadline. With a standing external process holding your calendar and data trail, filings proceed on schedule whether or not you are at your desk.

Faster GST Refunds

Complete RFD-01 applications with proper statements and annexures move through the system faster and attract fewer deficiency memos, which means export and inverted-duty refunds reach your bank account sooner.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Compliance Watch

GST Developments Worth Knowing — relevant to Agaram businesses

A working knowledge of recent instruments and judgments is what separates a defensible filing from a risky one.

Portal Advisory

Negative liability in GSTR-4 for composition dealers and how it was corrected

GSTN Advisory, 2021 — negative liability appearing in Form GSTR-4 filed by composition taxpayers · 2021

Composition taxpayers who left Table 6 of the annual return GSTR-4 blank found that the tax already paid through Form CMP-08 was treated as an excess payment, creating a negative liability that was then adjusted against later quarters. GSTN clarified that outward supply and reverse charge figures must be entered in Table 6 even though the tax has already been paid, and arranged for wrongly created negative balances to be reversed.

What it means for you: Composition dealers in Chennai must complete Table 6 of GSTR-4 each year, or the portal will show a false credit and later recover it.

Circular

First set of clarifications on the Covid-19 compliance relief package

Circular No. 136/06/2020-GST dated 3 April 2020 · 2020-04-03

CBIC explained the relief notified through Notifications 30 to 36 of 2020-Central Tax after the first lockdown. It set out, return by return and class by class, the extended dates for GSTR-3B and GSTR-1, the conditional waiver of interest for the tax periods February to April 2020 with nil interest for the first fifteen days and nine per cent thereafter for larger taxpayers, the waiver of late fee, the relaxation of the rule 36(4) credit restriction, and the extension for composition taxpayers.

What it means for you: Interest and late fee demands for the early 2020 periods must be tested against these concessional rates before they are paid.

Notification

Six per cent flat scheme opened to service providers up to Rs 50 lakh

Notification No. 02/2019-Central Tax (Rate) dated 07.03.2019 · 2019-03-07

This notification created a composition-style scheme for suppliers of services, and for suppliers of goods and services together, who were not eligible for the ordinary composition levy. A first supplies value of up to Rs 50 lakh in a financial year may be taxed at three per cent central tax and three per cent State tax, six per cent in all, without any input tax credit and without collecting tax from customers. It took effect from 1 April 2019.

Why this matters: A small Chennai consultant, service contractor or mixed supplier under Rs 50 lakh can opt for a flat six per cent instead of ordinary rates, but must forgo input tax credit and issue a bill of supply.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for composition & CMP-08?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Which GST office handles Agaram businesses?
Businesses in Agaram (PIN 600082) generally fall under the CGST Chennai North Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
Can I voluntarily come out of the composition scheme and claim input credit again?
Yes. File Form CMP-04 to withdraw from the scheme; a voluntary withdrawal can be filed at any time and takes effect from the date you indicate. From that date you become a regular taxpayer: issue tax invoices, charge GST, and file GSTR-1 and GSTR-3B or opt for QRMP. To recover credit, file Form ITC-01 within thirty days of withdrawal, declaring input tax credit on inputs in stock, semi-finished and finished goods held on the day before the switch. Businesses in Agaram usually opt out when their customer base shifts to registered dealers who want input credit on purchases from them.
What returns does a composition dealer have to file and by when?
Composition taxpayers have just two recurring obligations. First, Form CMP-08, a quarterly statement of self-assessed tax, due by the 18th of the month following each quarter, so 18 July for the April to June quarter, 18 October, 18 January and 18 April for the rest. Second, the annual return GSTR-4, due by 30 June following the end of the financial year. There is no monthly GSTR-1 or GSTR-3B. Delays attract late fees and 18 percent interest on unpaid tax, and prolonged non-filing can lead to cancellation. Our Agaram office files CMP-08 for composition clients each quarter for Rs.499; call +91 - 9600 606 444.
Can service providers in Agaram opt for the composition scheme?
Yes, through a separate scheme introduced under Notification 2/2019. Service providers, or mixed suppliers not eligible for the regular composition scheme, with aggregate turnover up to Rs.50 lakh in the preceding financial year can pay tax at 6 percent, comprising 3 percent CGST and 3 percent SGST, on their turnover. The same restrictions apply: no input tax credit, no tax collection from clients, no inter-state outward supply, and a bill of supply instead of a tax invoice. Compliance is CMP-08 quarterly by the 18th and GSTR-4 annually by 30 June. Small salons, tutors, and repair services in Agaram commonly use this; call +91 - 9600 606 444 to check fit.
My kirana shop under composition sells both loose grains and branded packs. On what turnover do I pay the 1%?
A composition trader pays 1% on the turnover of taxable supplies of goods and services in the state, so exempt sales such as loose, unbranded grains and fresh vegetables are excluded from the tax computation. Your CMP-08 working should therefore split total collections into exempt and taxable streams, paying 0.5% CGST and 0.5% SGST only on the taxable portion, typically the pre-packaged and labelled packs and other taxable groceries. Note that the full turnover, exempt included, still counts towards the Rs.1.5 crore composition ceiling. Kirana owners in Agaram often overpay by applying 1% on everything; call +91 - 9600 606 444 for a corrected working.
My CMP-08 shows a negative liability adjustment I never claimed. What is the negative liability statement?
Composition taxpayers have a separate negative liability statement on the portal. It typically gets populated when the annual GSTR-4 is filed with Table 6 left blank; the system then treats the tax already paid through the year's CMP-08 statements as excess, creating a negative balance that silently adjusts future CMP-08 liabilities. If the negative entry is genuine excess payment, it can remain as adjustment; if it arose from a blank Table 6, the department expects you to deposit the wrongly adjusted amount through DRC-03 and report Table 6 correctly. Our Agaram team reconciles and regularises these statements regularly; call +91 - 9600 606 444.
What rate of tax does a composition dealer pay?
Manufacturers and traders pay 1 percent of turnover, split as 0.5 percent CGST and 0.5 percent SGST; for traders this is computed on taxable turnover of goods. Restaurants not serving alcohol pay 5 percent, split 2.5 percent and 2.5 percent. Service providers under the special scheme with turnover up to Rs.50 lakh pay 6 percent, split 3 percent and 3 percent. In every case the tax comes out of your own pocket because a composition dealer cannot collect GST from customers, so pricing must absorb it. The trade-off is minimal paperwork: quarterly CMP-08 and one annual GSTR-4.
Do I have to pay GST on my Adobe, Canva or AWS subscriptions billed from abroad?
If you are GST-registered and the foreign supplier has not charged Indian GST, yes. Services received from a supplier located outside India for business purposes are an import of services, taxable in your hands under reverse charge at 18 percent. You must pay the tax in cash through GSTR-3B, raise a self-invoice, and can simultaneously claim the same amount as input tax credit if the expense is otherwise eligible, making it cash-flow neutral for most businesses. Unregistered persons do not pay reverse charge; instead, the foreign provider may charge GST under the OIDAR rules. Many Agaram agencies miss these entries during scrutiny.
We lease flats for our employees. What is the GST impact for the company?
As a registered person renting residential dwellings, the company must pay 18 percent GST under reverse charge on the rent, whether the landlord is registered or not. The harder question is input tax credit: the department frequently contests credit on employee accommodation as being for personal consumption, while taxpayers argue it is a business necessity, particularly where accommodation is provided under a contractual obligation. The position should be assessed case by case, and documentation such as employment terms helps. Budget for the RCM outflow in every lease negotiation; a Rs.30,000 monthly rent carries Rs.5,400 of tax the company must fund upfront.
Why does the restaurant inside a hotel sometimes charge 18 percent while others charge 5 percent?
Restaurant service is generally taxed at 5 percent without input tax credit. The exception is a restaurant located in specified premises, broadly a hotel where the value of any unit of accommodation exceeded Rs.7,500 per day in the preceding financial year, or which has opted in through a declaration; there the rate is 18 percent with input tax credit. From 1 April 2025 the classification works on the previous year's actual accommodation value plus the opt-in mechanism, rather than the old declared tariff concept. Hotels around Agaram should evaluate annually whether the 18 percent with credit position is commercially better; call +91 - 9600 606 444 for the comparison.
What is the default place of supply rule for services within India?
Section 12(2) of the IGST Act sets the general rule for domestic services: if the recipient is registered, the place of supply is the recipient's location; if unregistered, it is the recipient's address on your records, and failing that, the supplier's own location. So a consultant in Agaram advising a registered company in Hyderabad charges IGST, while the same advice to a local walk-in individual attracts CGST plus SGST. This default yields only to the specific rules for immovable property, events, transportation, and a few other categories, so always check whether a specific rule captures your service before falling back on the general one.
How is the place of supply decided when I sell goods?
Section 10 of the IGST Act gives the tests. Where the sale involves movement of goods, the place of supply is the location where the movement terminates for delivery to the recipient, whoever arranges the transport. Where there is no movement, it is the location of the goods at the time of delivery, which covers over-the-counter sales and sales of installed machinery in place. Where goods are assembled or installed at site, the place of supply is the site of installation. Getting this right decides whether you charge CGST plus SGST or IGST, and a Agaram seller delivering to a Bengaluru buyer charges IGST because delivery terminates in Karnataka.
Who must sign GST filings with a DSC, and who can use EVC?
Companies and limited liability partnerships must authenticate registration applications and returns with a Digital Signature Certificate of the authorised signatory; the Electronic Verification Code route is not ordinarily available to them, though the government has periodically allowed EVC for companies during specified relaxation windows. Proprietorships, partnerships, HUFs and trusts can freely use EVC, an OTP sent to the authorised signatory's registered mobile and email. The DSC must be a Class 3 signature registered on the portal against the signatory's PAN. If a company's filings fail at the signing step, an expired or unregistered DSC is the usual culprit.
Can I transfer cash ledger balance from one GSTIN to another GSTIN of the same PAN?
Yes, within limits. Under Section 49(10), unutilised IGST and CGST balances in the electronic cash ledger can be transferred through PMT-09 to the cash ledger of a distinct person, that is, another GSTIN registered on the same PAN in the same or another state. SGST balances cannot be moved across states in this manner. The transfer is not permitted if the transferring GSTIN has any unpaid liability standing in its electronic liability register. Multi-state businesses headquartered in Agaram use this to shift idle deposits to the branch that actually needs the cash, avoiding fresh working capital outflow.
Do I have to issue an invoice for every small cash sale in my shop?
Not necessarily. Where the value of a supply is less than Rs.200, the buyer is unregistered, and the buyer does not ask for an invoice, you may skip issuing an individual tax invoice. Instead, you must prepare one consolidated tax invoice at the close of each day covering all such small sales. The moment a customer demands an invoice, or the sale is Rs.200 or more, a proper invoice is required. Retail counters typically issue system receipts to every customer anyway, which is cleaner practice, but the daily consolidated invoice is the legal minimum for petty sales.
What GST do hotels charge on room tariffs after the 2025 rate changes?
From 22 September 2025, hotel accommodation with a value of supply up to Rs.7,500 per unit per day attracts 5 percent GST without input tax credit, and accommodation above Rs.7,500 attracts 18 percent with input tax credit. The earlier 12 percent slab for mid-range rooms was abolished in the rate rationalisation. Tax applies on the actual transaction value charged, so a discounted rate below Rs.7,500 falls in the 5 percent bracket even if the printed tariff is higher. Hotels should reconfigure billing software slab-wise and watch the ITC restriction on the 5 percent category, which changes costing materially.
I deposited money under the wrong head in my GST cash ledger. Why can the amount not be used?
The cash ledger is divided into major heads, IGST, CGST, SGST and cess, and minor heads, tax, interest, penalty, fee and others. An amount deposited under one combination, say CGST-penalty, cannot be directly used to pay under another, say IGST-tax, which is why your balance appears unusable despite money lying in the ledger. The remedy is Form PMT-09, which transfers the amount to the correct head instantly without any officer approval. Many Agaram taxpayers wrongly deposit a fresh challan in this situation; a two-minute PMT-09 filing saves that duplication. Call +91 - 9600 606 444 if your ledger looks stuck.
How long does composition & CMP-08 take in Agaram?
CMP-08 by the 18th after each quarter; GSTR-4 by 30 June. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
What is the process for composition & CMP-08?
The process runs in clear stages: Eligibility and enrolment; Quarterly turnover compilation; CMP-08 filing; Annual GSTR-4. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
What documents are required for composition & CMP-08 in Agaram?
For composition & CMP-08 you will generally need: GST portal login credentials, Quarterly sales summary or turnover figures, Purchase details including any reverse charge expenses, Previous CMP-08 copies, for continuing clients, Bank statement for turnover verification, if required. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
