Following the 50th GST Council meeting, CBIC clarified that supply of food and beverages at the snack counters of a cinema hall is taxable as restaurant service at 5 per cent without input tax credit, provided it is supplied independently of the cinema exhibition service. Where a ticket and food are clubbed into a single package, the transaction is a composite supply with exhibition as the principal supply and the ticket rate applies to the whole amount.

States retain legislative competence to impose taxes on mineral rights and on mineral-bearing land, and this power is not taken away by the central mining legislation. With effect from 1 October 2023, persons making only intra-State supplies of goods through e-commerce operators were exempted from mandatory GST registration if their aggregate turnover stays within the threshold limit. Conditions include obtaining an enrolment number on the portal using PAN, operating in a single State or Union Territory, declaring the enrolment number to the platform, and not making inter-State supplies. Earlier, any online sale of goods forced immediate registration.
