Notification No. 11/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
This notification amends the 2017 concessional rate notification for goods supplied to holders of petroleum exploration licences and coal-bed methane contracts, substituting the entry in the rate column with nine per cent central tax, that is eighteen per cent combined, with effect from 22 September 2025. The concessional scheme survives but at the standard rate, so the practical benefit is now limited to items that would otherwise attract a higher rate under the main schedule.
What to do about it: Vendors supplying oil and gas exploration projects should update contract rate clauses to eighteen per cent for supplies made on or after 22 September 2025.

A company procuring and supplying prepaid vouchers, gift cards and e-vouchers to corporate clients was held liable to GST by the AAR and AAAR. The Karnataka High Court reversed, holding that vouchers are in the nature of pre-deposit instruments or actionable claims — a means of payment for future supplies — and their mere trading is neither a supply of goods nor of services, so no GST is payable on the voucher itself. CBIC later clarified voucher taxation consistently with this position.
What it means for you: Businesses running gift card and reward programmes should tax the underlying redemption supply, not the voucher transaction, and review past assessments in light of this ruling.
The Bank of Nova Scotia - AAR Tamil Nadu, Order No. TN/23/AAR/2018, dated 31 December 2018 · 2018-12-31
The bank imported goods and stored them in a Free Trade Warehousing Zone before they were cleared. It asked whether integrated tax was payable again when the goods were removed from the zone to the domestic tariff area, over and above the tax collected at the time of customs clearance. The Authority, following Circular No. 3/1/2018-IGST dated 25 May 2018, held that the applicant is not liable to pay IGST at the time of removal, the levy arising once at clearance for home consumption.
Why this matters: Chennai importers using FTWZ facilities pay IGST once at clearance and should resist any demand for a second levy on removal.
