Notification No. 12/2017-Central Tax (Rate) dated 28.06.2017 · 2017-06-28

This notification lists the services that are wholly exempt from CGST. It covers charitable activities, most services supplied by and to Government, renting of residential dwellings for use as residence, healthcare by a clinical establishment, education by an educational institution, agricultural services, several transport exemptions and financial services such as interest on deposits and loans. Each entry has a description, a service code and often a condition. An exemption is not a zero rate: input tax credit attributable to exempt supplies has to be reversed.

GSTR-3B is a self-declared summary return, due on the 20th, where you report total sales, claim input tax credit and pay the net tax in cash or through credit. What is the difference between GSTR-2A and GSTR-2B, and which one should I follow?
GSTR-2A is a dynamic statement that keeps changing as suppliers file or amend their returns, so the same month's data can look different on different dates. GSTR-2B is a static statement generated on the 14th of each month, capturing supplier filings between cut-off dates, and it never changes afterwards. The law ties your ITC eligibility to GSTR-2B, and GSTR-3B auto-populates from it, so 2B is the statement to reconcile against for monthly claims. My supplier filed GSTR-1 but never filed GSTR-3B. Does that affect my credit?
Yes, through Rule 37A. If your supplier reports the invoice in GSTR-1, the credit flows into your GSTR-2B and you may claim it, but if that supplier has not filed the GSTR-3B for the same period by 30 September following the end of the financial year, you must reverse the credit in a return filed on or before 30 November.
