Composition taxpayers who left Table 6 of the annual return GSTR-4 blank found that the tax already paid through Form CMP-08 was treated as an excess payment, creating a negative liability that was then adjusted against later quarters. GSTN clarified that outward supply and reverse charge figures must be entered in Table 6 even though the tax has already been paid, and arranged for wrongly created negative balances to be reversed.

Entry 74 exempts health care services provided by a clinical establishment, an authorised medical practitioner or paramedics, and the transportation of a patient in an ambulance. Health care services are defined as diagnosis, treatment or care for illness, injury, deformity, abnormality or pregnancy in any recognised system of medicine, and expressly exclude cosmetic or plastic surgery unless done to restore or reconstruct anatomy affected by injury or congenital defect. Hair transplant and purely cosmetic procedures are therefore taxable.

Is an ice cream parlour or sweet shop taxed like a restaurant at 5%?
Not automatically. Which goods and services attract the new 40 percent GST rate?
The 40 percent rate is confined to luxury and demerit supplies. It covers aerated waters, caffeinated and other sugary carbonated beverages, large cars beyond the small-car specifications, motorcycles above 350cc, yachts, personal aircraft, and specified actionable claims such as betting, casinos and online money gaming. Pan masala and tobacco products continue under their earlier levy structure until the compensation cess obligations are discharged, after which they move to the 40 percent rate as notified. Are any goods exempt from GST when transported by a GTA?
Yes. Is GST still charged on health insurance premiums?
Not on individual policies. With effect from 22 September 2025, premiums on all individual life insurance policies and individual health insurance policies, including family floater and senior citizen plans, are exempt from GST, along with their reinsurance. Earlier these attracted 18 percent, so the change directly reduces the premium outgo for households. One recent change matters: with effect from 16 January 2025, sponsorship services provided by a body corporate were moved to forward charge, so if the event organiser billing you is a company, it now charges GST on its invoice and RCM does not apply.
