Building on Circular No. 122/41/2019-GST, CBIC directed that from 24 December 2019 a computer-generated Document Identification Number must be quoted on all communications issued by its officers to taxpayers, including search authorisations, summons, arrest memos, inspection notices, letters and emails. Any communication issued without a DIN, outside the narrow exceptions listed, is to be treated as invalid and deemed never to have been issued.

Input tax credit was disallowed solely because the corresponding entries were absent from the auto-populated GSTR-2A. The High Court held that GSTR-2A is not by itself conclusive. If the taxpayer can establish, through invoices and proof of payment to the supplier, that tax was actually paid on the inward supplies, credit cannot be denied merely because the supplier failed to reflect the transaction. The assessment was set aside and remitted for verification of the taxpayer's evidence.

This happens because a DRC-03 payment does not automatically knock off a demand created in the electronic liability register through DRC-07. Form DRC-03A, introduced through Notification 12/2024 and Rule 142(2B), lets you link an earlier DRC-03 payment made under the cause voluntary or others to a specific demand order. File it under My Applications, select the DRC-03 ARN and the demand order number, and the system adjusts the liability register accordingly.
