GSTN Advisory, November 2024 — Form GST DRC-03A functionality on the portal (Rule 142(2B) and Notification No. 12/2024-Central Tax, dated 10 July 2024) · 2024-11
Many taxpayers paid confirmed demands through Form DRC-03 rather than through the payment option against the demand order, so the amount was never adjusted in the electronic liability register and the demand continued to show as outstanding, exposing them to recovery action. Rule 142(2B) and Form GST DRC-03A were introduced to allow such payments to be linked with the relevant demand order, and GSTN enabled the form on the portal in November 2024.

Circular No. 200/12/2023-GST, dated 1 August 2023 · 2023-08-01
Giving effect to the 50th GST Council decisions, CBIC clarified that un-fried and uncooked snack pellets manufactured by extrusion are classifiable under tariff item 1905 90 30 and attract five per cent with effect from 27 July 2023, and that fish soluble paste moved from eighteen to five per cent from the same date. Imitation zari thread or yarn made from metallised polyester or plastic film was placed at five per cent, and past periods were regularised on an as-is basis.
What it means for you: Snack and zari manufacturers in and around Chennai got both a lower rate and protection for past periods, so old demands on these items should be contested with this circular.
Notification No. 04/2017-Central Tax dated 19.06.2017 · 2017-06-19
This notification designated www.gst.gov.in, managed by the Goods and Services Tax Network, as the Common Goods and Services Tax Electronic Portal for registration, payment of tax, and furnishing of returns. It gives legal status to the portal, which matters because the CGST Act and Rules repeatedly require documents to be filed electronically on the common portal rather than in paper form with a jurisdictional office.
What it means for you: Filings made anywhere other than the notified portal have no legal effect, so a Chennai business cannot discharge a return obligation by emailing or hand-delivering a return to the department.
