The press release recorded that e-invoicing would help taxpayers with backward integration and automation of tax-relevant processes and would help authorities combat evasion, with Phase 1 proposed to be voluntary and rolled out from January 2020. GSTN and NIC advised that multi-factor authentication using OTP over registered mobile, Sandes app or similar becomes mandatory for the e-way bill and e-invoice portals in phases: from 1 January 2025 for taxpayers with turnover above Rs 20 crore, from 1 February 2025 above Rs 5 crore, and from 1 April 2025 for all users. Businesses were told to update registered mobile numbers and activate MFA for all sub-users in advance.

Notification No. 11/2017-Central Tax (Rate) dated 28.06.2017 · 2017-06-28
This is the parent notification that fixes the CGST rate for services. It runs as a long table arranged by service accounting code, from construction and works contract under heading 9954, through accommodation, restaurant and transport services, to the residual entry that taxes any service not specifically listed.
