The Court declined to interfere, noting that the validity could have been extended within the permitted window and had not been, and that the officer's decision to detain and penalise under Section 129(1) was not unreasonable. The writ petition was dismissed with liberty to file a statutory appeal.
Practical effect: Chennai transporters must extend e-way bill validity within the permitted window when a vehicle breaks down; the High Court will not excuse an expired bill merely because of a breakdown.

The parent e-invoicing notification was amended to substitute Rs 20 crore for Rs 50 crore, with effect from 1 April 2022. This fourth phase brought a very large number of small and medium enterprises into the Invoice Registration Portal for the first time. The turnover test continued to look at aggregate turnover in any financial year from 2017-18 onwards, so a business that had touched Rs 20 crore in an earlier good year was covered even if its current turnover was lower.
