Responding to trade concerns about return readiness, the Council decided that for the first two months of GST, tax would be payable on a simple summary return, Form GSTR-3B, filed by the 20th of the following month. Invoice-wise details in GSTR-1 for July 2017 were to be filed between 1 and 5 September and for August between 16 and 20 September, with GSTR-2 auto-populated thereafter. This is the origin of the summary return that has governed monthly GST compliance ever since.
Why this matters: GSTR-3B was designed as a two-month stopgap and is still the return every Chennai business files monthly, which is why its legal status has been litigated repeatedly.

The dealer inadvertently reported supplies under the wrong tax heads in its GSTR-1 and GSTR-3B, with the result that its customers could not claim the credit. The statutory window for amendment had closed. The Madras High Court permitted rectification of the returns for the relevant period, reasoning that the error was bona fide, the revenue suffered no loss, and the mechanism that would have allowed the taxpayer to detect the mismatch (the auto-populated matching forms) had never been made operational.
Practical effect: If a genuine head-of-tax or classification error in your GST returns has blocked your customer's credit, the Madras High Court route to rectification is available even after the ordinary time limit has passed.
GSTN Advisory dated 23 August 2024 — introduction of the RCM Liability/ITC Statement · 2024-08-23
GSTN introduced a new RCM Liability and ITC Statement on the portal so that reverse charge tax declared in Table 3.1(d) of GSTR-3B can be matched against the corresponding credit claimed in Table 4A(2) and 4A(3). It applies from the August 2024 tax period for monthly filers and from the July to September 2024 quarter for taxpayers under the quarterly scheme. Taxpayers were required to report an opening balance of reverse charge liability paid but credit not yet claimed, or credit claimed without payment, within the window announced by GSTN.
