It merely regulates the manner and time of availing the credit, which the legislature is entitled to do. A taxpayer who fails to take the credit within the prescribed window loses the benefit. This reasoning supports the time limit in Section 16(4) of the CGST Act.

This was the single largest litigation-settlement measure since GST began, aimed at closing thousands of first-year disputes arising from transition-era confusion.
