Trade Profile and GST Jurisdiction for Mathur MMDA

Mathur MMDA is the Housing Board and MMDA township laid out in numbered main, cross and serial streets off Kamarajar Salai, between the Inner Ring Road and Madhavaram Milk Colony Road. Contractors, fabricators, tanker operators and labour suppliers serving the Manali petrochemical belt at MFL and CPCL sit alongside colony supermarkets, bakeries and hardware shops. Works-contract classification, TDS under Section 51 from PSU buyers and GSTR-2B mismatches dominate the compliance load. When businesses of this kind evaluate E-Way Bill Registration & Support, the real question is not price alone but who answers when something goes wrong. We serve Mathur MMDA, Manali and Manali New Town on a standing commitment: responses within the same working day, senior scrutiny before every submission, and continued support if the department ever writes back on work carrying our preparation.

GST jurisdiction for Mathur MMDA (PIN 600068): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Mathur MMDA before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Professional Services Firms in Mathur MMDA
Professional firms bill at 18 percent, but the mechanics differ by profession: services of advocates to business entities are taxed in the client's hands under reverse charge, while chartered accountants, company secretaries and architects charge tax on their own invoices. Fees received in advance are taxable on receipt, and retainers must be invoiced within the time limits of Section 31(2). Amounts recovered from clients as a pure agent, such as government fees paid on their behalf, stay outside taxable value only if every condition of Rule 33 is met and documented. A specialist sets up retainer invoicing, pure agent documentation and branch cross-charges correctly; call +91 - 9600 606 444 to discuss your firm.

Why Us

Why Mathur MMDA Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Mathur MMDA through each of these so month one starts correctly.

✓

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

✓

ITC Maximisation Within the Law

We match your purchase register against GSTR-2B every period, follow up on invoices your suppliers have not uploaded, and ensure every rupee of eligible input tax credit is claimed. Clients routinely recover credit they were silently losing under self-filing.

✓

Zero Tolerance for Late Fees and Interest

GSTR-3B late fees run at Rs.50 per day and interest at 18 percent per annum on unpaid tax. Our internal cut-offs sit days ahead of statutory due dates precisely so that our clients never hand the department a rupee they did not owe.

✓

Cancelled GSTIN? We Handle Revocation Too

A registration cancelled for non-filing is not the end of the road. We bring the pending returns up to date, clear the dues and file the revocation application in REG-21 within the permitted window, restoring suspended and cancelled GSTINs to active status.

✓

Multi-GSTIN and Branch Coordination

Businesses with registrations in more than one State, or multiple branches under one PAN, face cross-charge, stock transfer and input service distribution questions that single-GSTIN firms never see. We keep all your registrations consistent with each other, not just compliant individually.

How It Works

Our E-Way Bill Process

Portal registration

We register your GSTIN on the e-way bill portal using the OTP sent to your registered mobile, and set secure login credentials for your business.

Master data setup

Products with HSN codes, regular customers, suppliers and transporters are added as masters so daily e-way bill generation takes minutes rather than repeated data entry.

Team training

Your dispatch staff learn to fill Part A and Part B, compute validity by distance, extend validity when transit is delayed, and cancel bills within twenty-four hours.

Process documentation

We give you a simple checklist covering when an e-way bill is needed, exemptions, documents the driver must carry, and what to do at an interception.

Ongoing support

For the first month we remain available on WhatsApp for generation help, rejected entries and practical situations like vehicle breakdown or transhipment en route.

Outcomes

Your scheme choice — regular, composition or QRMP — is re-examined as turnover and margins change, so you are always paying under the structure that legitimately costs your business the least.

★

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

★

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.

We track every notification, circular and judgment that changes a filing position, so your returns and replies reflect the current law.

GST Council

Cancer drugs cut to 5 per cent; namkeens and savoury snacks cut to 12 per cent

54th GST Council Meeting, New Delhi — 9 September 2024 · 2024-09-09

The Council reduced GST on three cancer drugs — Trastuzumab Deruxtecan, Osimertinib and Durvalumab — from 12 per cent to 5 per cent. Extruded or expanded savoury snacks and namkeens were cut from 18 per cent to 12 per cent prospectively, aligning them with similar ready-to-eat namkeens, while un-fried snack pellets stayed at 5 per cent. The Council also brought roof-mounted package unit (RMPU) air conditioning machines for railways under 28 per cent and moved car seats from 18 per cent to 28 per cent.

How we apply it: Snack manufacturers and distributors in Chennai should apply 12 per cent prospectively from the notification date, keeping evidence of the cut-off for past-period disputes.

AAR Ruling

Ladies hostel run from rented premises, with food, held taxable

Nithiyashree Ladies Hostel - AAR Tamil Nadu, Advance Ruling No. 77/AAR/2023, dated 4 September 2023 · 2023-09-04

The applicant ran a ladies hostel in premises it had itself taken on rent and supplied accommodation together with food and related services. It sought exemption on the footing that this was renting of residential accommodation. The Authority held the supply classifiable under heading 9963 and taxable at 9 percent central tax and 9 percent State tax, treating hostel accommodation with attached services as a taxable service and not as renting of a residential dwelling for use as a residence.

How we apply it: Chennai hostel and paying guest operators should not assume exemption; the outcome turns on the exact facts and on later High Court rulings.

Case Law

A transporter can get the lorry released, but only the owner of the goods can seek release of the goods

M/s. Lodha Roadways v. Deputy State Tax Officer — Madras High Court, W.P. No. 12595 of 2023, decided 24 April 2023 (Anita Sumanth J.) · 2023-04-24

A transporter sought release of detained goods. The Court dismissed the petition, holding that under Section 129 the entitlement to seek release of goods lies only with the owner, his agent or representative. The transporter's remedy is confined to release of the conveyance on payment of the penalty or one lakh rupees, whichever is less. Any claim about payment of tax on the consignment has to be pursued by the assessee who owns the goods, not by the carrier.

Why this matters: When a Chennai consignment is detained, the consignor or consignee must file the release application in its own name; letting the lorry operator do it will cost time.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

How long does e-way bill registration & support take in Mathur MMDA?
Same day to 1 working day. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
Are there any hidden charges for e-way bill registration & support?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Do I need an e-way bill for local deliveries within Chennai city?
For movement entirely within Tamil Nadu, the state government has notified a higher threshold, so an e-way bill is generally required only when the consignment value exceeds Rs.1 lakh, against the Rs.50,000 limit that applies to inter-state movement. Certain specified goods remain exempt within the state. So a delivery from your godown to a shop in Mathur MMDA worth Rs.80,000 would not need an e-way bill, but the same consignment sent to Bengaluru would. Keep the tax invoice with the vehicle in every case, because documents can be demanded even where the e-way bill itself is not required.
My transporter has no GST number. How does the e-way bill work then?
Transporters who are not registered under GST must still enrol on the e-way bill portal, which issues them a fifteen-digit Transporter ID, commonly called a TRANSIN, generated from their PAN and state. You quote this ID in Part A so the transporter can later update vehicle details in Part B, including changes when goods are shifted to another vehicle en route. Many small lorry operators serving Mathur MMDA markets already hold TRANSINs; simply ask for the number before dispatch. If your regular transporter is not enrolled, ChennaiGST can complete the enrolment for them; call +91 - 9600 606 444 for assistance.
My e-way bill facility is blocked but I genuinely cannot clear the return backlog immediately. Is there any relief?
Yes, a specific remedy exists beyond simply filing the pending returns. Under the proviso to Rule 138E, you can apply to the jurisdictional Commissioner in Form EWB-05, explaining the sufficient cause for which unblocking is sought, such as a genuine financial crisis with a committed payment plan. After giving you a hearing, the officer may permit e-way bill generation for a specified period through an order in Form EWB-06, and the permission can be withdrawn on default. The application route keeps dispatches alive while the backlog is regularised in stages. Call +91 - 9600 606 444 if your Mathur MMDA business needs this window negotiated.
My vehicle was stopped and detained by a GST squad. What is the process that follows?
Interception follows a defined MOV trail. The officer records a statement in MOV-01, orders physical verification in MOV-02, and completes an inspection report in MOV-04 within the prescribed time. If discrepancies are found, a detention order in MOV-06 issues along with a notice in MOV-07 stating the proposed penalty, which the law requires within seven days of detention. After hearing you, the officer passes the penalty order in MOV-09, uploading the demand in DRC-07, and must do so within seven days of the notice. Goods are released on payment through MOV-05. Call +91 - 9600 606 444 immediately if a vehicle from Mathur MMDA is held; timelines move fast.
My truck broke down near Mathur MMDA and the e-way bill is about to expire. Can I extend it?
Yes. The current transporter, or the generator where no transporter is assigned, can extend the validity on the portal using the Extend Validity option, but only within a limited window of eight hours before to eight hours after expiry. You must state the reason, such as breakdown or transhipment, and the current location of the goods, and the system issues extended validity based on the remaining distance. Moving goods on an expired bill risks detention under Section 129 with penalty of two hundred percent of the tax. Set alerts on long hauls so your dispatch team never misses the window.
What is the difference between Part A and Part B of the e-way bill?
Part A of EWB-01 carries the consignment details: GSTINs of supplier and recipient, delivery address, document number and date, value of goods, HSN code and reason for transport. Part B carries the transport details, namely the vehicle number for road movement or the transport document number for rail, air or ship. Part A can be prepared in advance while awaiting vehicle placement, but the e-way bill becomes valid for movement only once Part B is filled, and validity is counted from that point. For distances up to fifty kilometres to a transporter within the state, Part B is relaxed.
How do I find the correct GST rate for my product or service?
The rate is always determined by classification: identify the correct HSN code for goods or SAC code for services, then read the rate against that code in the current CBIC rate notifications, as amended by the September 2025 restructuring notifications. The GST portal and the CBIC website both host searchable rate finders. Classification disputes are common where a product sits between two descriptions, and the wrong choice means either losing margin or facing a demand with interest. ChennaiGST maintains verified rate masters for clients in Mathur MMDA and reviews them whenever the Council changes rates; call +91 - 9600 606 444 for a classification review.
I am a doctor running my own clinic. Do I need GST registration at all?
If your entire income consists of exempt healthcare services, no. Section 23 provides that a person engaged exclusively in supplying exempt goods or services is not liable to registration, irrespective of turnover, so a practitioner earning even Rs.1 crore purely from consultations and treatment need not register. The position changes the moment taxable income enters the same PAN, such as commercial property rent, pharmacy sales to outpatients, aesthetic procedures or paid webinars for a company; then the normal Rs.20 lakh aggregate threshold applies, counting the exempt receipts too. Many doctors in Mathur MMDA cross the line through rental income without noticing.
My bank account was debited for a GST challan but the cash ledger shows nothing. What do I do?
This is a payment-communication failure between the bank and the portal, and the prescribed remedy is Form PMT-07, filed under Services, then Payments, then Grievance against Payment. Quote the CPIN, bank name and debit details; the system takes up the discrepancy with the bank, and the amount either credits your ledger once the bank confirms, or is re-credited to your account if the transaction failed. Do not pay twice immediately; most cases resolve within a day or two. If a return due date is pressing, generate a fresh challan and later seek refund of the duplicate. Mathur MMDA clients can call +91 - 9600 606 444 for urgent help.
What falls under the 18 percent standard rate of GST now?
The 18 percent slab is the standard rate for most services and for goods that are neither essentials nor demerit items. Notably, several products that earlier suffered 28 percent moved down to 18 percent from 22 September 2025: air conditioners, televisions of all sizes, dishwashers, cement, small cars and motorcycles up to 350cc, and most auto parts. Apparel and footwear priced above Rs.2,500 per piece also fall at 18 percent. Most professional, business support and repair services billed by professional firms continue at 18 percent with full input tax credit.
Are any goods exempt from GST when transported by a GTA?
Yes. Transport by a GTA of agricultural produce, milk, salt and foodgrains including flours and pulses, organic manure, newspapers and magazines registered with the Registrar of Newspapers, relief materials for victims of calamities, and defence or military equipment is exempt regardless of freight value. Note that the older exemptions for small consignments, Rs.1,500 for a full truckload and Rs.750 for a single consignee, were withdrawn with effect from 18 July 2022, so ordinary cargo enjoys no value-based relief now. Transporters serving agricultural markets should describe the produce accurately on the consignment note to support the exemption.
Is a pure labour contract for building a house exempt from GST?
Two exemptions exist for pure labour contracts, meaning contracts where the contractor supplies only labour and the owner buys all materials. First, construction, erection or installation of original works pertaining to a single residential unit, otherwise than as part of a residential complex, is exempt. Second, pure labour services under the Pradhan Mantri Awas Yojana for beneficiary-led individual house construction are exempt. Outside these, labour contracts are taxable at 18 percent. A mason team building one independent house in Mathur MMDA on labour-only terms therefore charges no GST, but the same team working on an apartment project must.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.
My customer in Mumbai asked me to deliver goods directly to his buyer in Mathur MMDA. How do I bill this?
This is a bill-to ship-to transaction under Section 10(1)(b). When goods are delivered to a third party on the instruction of your customer, the law deems your customer's principal place of business as the place of supply, not the actual delivery point. So you invoice the Mumbai customer with IGST even though the goods physically moved within Tamil Nadu, and the Mumbai customer raises a second invoice on the ultimate recipient in Mathur MMDA. Only one e-way bill is needed for the movement, generated by either party with both invoice legs captured. Wrongly billing the delivery-point state is a classic error that misplaces the credit chain entirely.
What are the common types of GST notices a business can receive?
The frequent ones are: REG-03 seeking clarification on a registration application; GSTR-3A for non-filing of returns; ASMT-10 pointing out discrepancies found on scrutiny of returns; DRC-01A intimating an ascertained tax liability before formal proceedings; DRC-01, the show cause notice under Section 73 or 74; ADT-01 intimating a departmental audit; REG-17 proposing cancellation of registration; RFD-08 proposing rejection of a refund claim; and summons under Section 70. Each has its own reply form and deadline, ranging from seven working days to thirty days, so identifying the notice type correctly is the first step in responding. When in doubt, call +91 - 9600 606 444.
Which everyday goods now attract 5 percent GST?
The 5 percent slab now covers most household essentials that earlier fell in the 12 or 18 percent brackets: soaps, shampoos, toothpaste and toothbrushes, hair oil, bicycles, kitchen utensils and tableware. Packaged foods such as butter, ghee, cheese, namkeens, sauces, pasta, biscuits and chocolates are also at 5 percent, as are most medicines, medical devices and agricultural machinery. Apparel and footwear priced up to Rs.2,500 per piece attract 5 percent as well. Retailers in Mathur MMDA should update billing software rate masters item by item rather than assuming old rates continue.
Is there a GST consultant near Mathur MMDA for e way bill registration?
Yes. We serve Mathur MMDA and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most e-way bill work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Mathur MMDA and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
What is the process for e-way bill registration & support?
The process runs in clear stages: Portal registration; Master data setup; Team training; Process documentation. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Which GST office handles Mathur MMDA businesses?
Businesses in Mathur MMDA (PIN 600068) generally fall under the CGST Chennai North Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
