Trade Profile and GST Jurisdiction for Old Pallavaram

Old Pallavaram holds the older trading core west of the railway line, between GST Road, Darga Road and Old Trunk Road, with timber depots, hardware and paint merchants, travel and airport cab operators, and blue-metal suppliers off Pallavaram hill. The weekly Pallavaram Sandhai and the Cowl Bazaar shops draw the retail crowd. Transport and works-contract billing raise constant reverse charge, e-way bill and rental RCM questions. We have supported businesses of exactly this profile with Departmental Audit Support across Old Pallavaram for years, along with clients from Pallavaram and Pammal. The engagement is simple: one point of contact, a clear fee, documents over WhatsApp or in person at our Chennai office, and senior review before anything is submitted on the portal. What you get in return is clean filings, archived records and far fewer reasons for the department to write to you.

GST jurisdiction for Old Pallavaram (PIN 600117): businesses here generally fall under the CGST Chennai Outer Commissionerate. We regularly represent clients from Old Pallavaram before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Builders and Contractors in Old Pallavaram
Under-construction residential sales are taxed at 1 percent for affordable housing and 5 percent for other units, both without input credit, while commercial works contracts run at 18 percent with credit. Builders must procure at least 80 percent of inputs and input services from registered suppliers each year; any shortfall attracts tax under reverse charge, and cement bought from unregistered dealers is taxed under reverse charge at its full rate regardless of the shortfall test. Development rights and joint development agreements carry their own liability trigger points. A specialist runs the 80-20 computation annually and tracks reverse charge on cement and landowner area sharing so project costing stays accurate.
To get Departmental Audit Support in Old Pallavaram, share your documents by WhatsApp or visit the office, approve the prepared draft, and the filing is completed on the GST portal from Rs.9,999.
Why Us

Why Old Pallavaram Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Support Through Audits and Hearings

When an ADT-01 audit intimation or a personal hearing date arrives, we compile the records, prepare the reconciliations and draft the submissions, and coordinate closely with your authorised representative. You walk into the proceeding prepared, not improvising in front of an officer.

✓

Cancelled GSTIN? We Handle Revocation Too

A registration cancelled for non-filing is not the end of the road. We bring the pending returns up to date, clear the dues and file the revocation application in REG-21 within the permitted window, restoring suspended and cancelled GSTINs to active status.

✓

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

✓

Multi-GSTIN and Branch Coordination

Businesses with registrations in more than one State, or multiple branches under one PAN, face cross-charge, stock transfer and input service distribution questions that single-GSTIN firms never see. We keep all your registrations consistent with each other, not just compliant individually.

✓

Free Health Check of Your Past Filings

Every new client receives a review of their recent returns before we file anything — unclaimed credit, GSTR-1 versus GSTR-3B drift, and exposures worth correcting quietly. Businesses in Old Pallavaram often discover in this first review exactly why their previous arrangement was costing them money.

✓

Experience Across Trades and Sectors

Traders, manufacturers, contractors, e-commerce sellers, professionals and service exporters — we have handled GST for all of them. Whatever mix of goods and services your Old Pallavaram business supplies, the rate, classification and place-of-supply questions have almost certainly crossed our desk before.

How It Works

Our Audit Support Process

Notice review and planning

We study ADT-01 and its annexure, agree a records timetable with the audit officer where needed, and plan the engagement around the periods selected.

Pre-audit reconciliation

Before the team arrives we reconcile turnover, tax and ITC for every audit year, identifying weak areas and preparing explanations and supporting papers in advance.

Records submission

Documents are compiled, indexed and submitted in an organised form, which shortens verification and signals that the taxpayer's records are dependable.

Query management

Each audit enquiry and observation memo receives a written, evidence-backed reply, and we discuss contentious points with the audit team before findings are finalised.

Findings and closure

We review ADT-02, arrange DRC-03 payment for accepted points to limit penalty, and prepare the defence file for any finding likely to become a demand notice.

Outcomes

What You Get

Practical outcomes our clients measure us by.

★

Waiver Benefits Never Missed

Late-fee waivers and amnesty windows notified by the GST Council are applied to your history within their deadlines, capturing reliefs that most businesses only hear about once the window has already closed.

★

Export Benefits Fully Utilised

With the LUT filed at the start of each financial year and refund claims tracked to credit, exporters supply without blocking funds in IGST and recover accumulated credit on schedule.

★

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

★

The Lowest Tax Position the Law Allows

Your scheme choice — regular, composition or QRMP — is re-examined as turnover and margins change, so you are always paying under the structure that legitimately costs your business the least.

★

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

★

Audit-Ready Records at All Times

Filed returns, challans, reconciliations and working papers are archived in order from day one. If an audit or departmental verification comes, your file is ready the same week, not assembled in a panic.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.

Portal Advisory

CBIC answers on what counts as pre-packaged and labelled

CBIC Frequently Asked Questions on GST on pre-packaged and labelled goods, dated 17 July 2022 · 2022-07-17

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.

Practical effect: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

AAR Ruling

Agricultural seedling trays are plastic articles taxable at 18 percent

Saro Enterprises - AAR Tamil Nadu (2018), upheld by AAAR Tamil Nadu, order dated 6 February 2019 · 2018

The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.

How we apply it: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.

Circular

Electric vehicles without batteries and other rate clarifications

Circular No. 179/11/2022-GST, dated 3 August 2022 · 2022-08-03

Implementing the 47th GST Council recommendations, CBIC clarified that an electrically operated vehicle attracts the concessional five per cent rate whether or not it is fitted with a battery pack at the time of supply, ending a dispute that had hurt manufacturers using battery-swapping models. The circular also addressed the classification of fly ash bricks and blocks, by-products of milling of pulses and dal such as chilka and khanda, treated sewage water, and nicotine polacrilex gum.

Practical effect: Electric vehicle sellers should not be forced into eighteen per cent merely because the battery is billed or leased separately, and this circular is the answer to such a notice.

Already Holding the Notice? Read It in About a Minute

Upload the PDF to our free GST Notice Analyser. It identifies which of 34 notice types you have, pulls out the DIN, GSTIN and tax period, reads the reply date printed on the notice and tells you plainly whether that date has already passed — along with the documents and reconciliations you will need. No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

The analyser reports what your notice says and the statutory position for that form. It is not a substitute for a consultant reading your actual records, and a reply should be reviewed before you file it.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Do you provide gst departmental audit support for small businesses and proprietorships in Old Pallavaram?
Yes. A large share of our clients in Old Pallavaram are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.9,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
How much does departmental audit support cost in Old Pallavaram?
Our fee for departmental audit support in Old Pallavaram starts at Rs.9,999 and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
How long can a departmental GST audit under Section 65 go on?
The law requires the audit to be completed within three months from its commencement, which is the date the officers receive all the records they asked for. Where the Commissioner is satisfied that the audit cannot be completed in that time, he may record reasons and extend it by a further period not exceeding six months. In practice, audits drag when taxpayers supply records piecemeal, so submitting a complete, indexed set of documents at the start actually shortens the exercise. Track every submission with an acknowledgment, because the commencement date and the timeline arguments may matter later if disputes arise.
I received Form ADT-01 saying my business is selected for GST audit. What does it mean?
ADT-01 is the intimation that the department will conduct an audit of your records under Section 65. The notice must be issued at least fifteen working days before the audit begins and will specify the financial years covered and the documents required. The audit may happen at your place of business or at the department's office. It is a detailed examination of returns, books, ITC claims and classifications, not a routine visit. Use the fifteen-day window to reconcile your data and organise records rather than waiting for the officers to arrive. ChennaiGST provides end-to-end audit support for Old Pallavaram businesses; call +91 - 9600 606 444 early.
How will I be informed of the GST audit findings?
On conclusion of the audit, the officer must inform you of the findings, your rights and obligations, and the reasons for the findings in Form ADT-02 within thirty days. Before that, most audit teams share draft observations and seek your response, which is your best window to knock out weak points with documents. If the audit detects unpaid tax or wrongly availed ITC, you can accept and pay through DRC-03, or contest, in which case the department initiates proceedings under Section 73 or Section 74. Treat the draft objection stage seriously; a strong rebuttal there often prevents a show cause notice altogether.
The audit team has pointed out a tax liability. Should I pay it or contest it?
Evaluate each para on its own merits. For findings that are clearly correct, such as missed reverse charge or arithmetic ITC excess, paying through DRC-03 with interest before a show cause notice is issued avoids penalty under Section 73 and closes the para. For findings based on debatable classification, valuation or ITC interpretation, submit a reasoned rebuttal to the draft observations, because accepting them sets a precedent for future years. If the department still proceeds, contest the DRC-01 through DRC-06 and, if needed, appeal. ChennaiGST gives Old Pallavaram businesses a para-wise pay-or-fight recommendation with quantified exposure; call +91 - 9600 606 444 before you concede anything.
What is the difference between GST return scrutiny and a departmental audit?
Scrutiny under Section 61 is a desk review of your filed returns, where the officer points out specific discrepancies through ASMT-10 and you explain them in ASMT-11; it is limited to what the returns reveal. An audit under Section 65 is far wider: officers examine your books of account, records and returns together, can visit your premises, and test classification, valuation, ITC eligibility and exemptions for the years covered by the ADT-01. Scrutiny can be closed with a good reconciliation; an audit needs sustained document management and negotiation over weeks. Both, if unresolved, end in Section 73 or 74 demands, so early professional handling pays.
What documents do GST audit officers usually ask for?
Expect to produce the GSTR-1, GSTR-3B and GSTR-9 filings for the audit years, audited financial statements, trial balance, sales and purchase registers, ITC ledgers with supplier-wise detail, fixed asset register, e-way bill data, bank statements, key customer and vendor agreements, stock records and reconciliations between books and returns. Officers in Tamil Nadu commonly probe ITC on blocked credits under Section 17(5), reverse charge compliance, classification and rate issues, and turnover differences with income tax filings. Preparing a reconciliation file before submission lets you spot and voluntarily correct issues through DRC-03, which is far cheaper than an audit objection. ChennaiGST builds this file for Old Pallavaram clients.
Can I use my input tax credit balance to pay a DRC-03 liability?
Partly. The tax component of a DRC-03 payment can be settled from the electronic credit ledger, subject to the usual cross-utilisation rules between IGST, CGST and SGST. However, interest, penalty and late fee can never be paid from credit; those components must come from the electronic cash ledger, so you may need to deposit a challan first. The portal shows both ledger balances on the payment screen and lets you split the utilisation. Planning this split correctly avoids depositing cash unnecessarily when credit is lying idle, which is a routine saving we make for clients every month.
What is the time limit for filing a GST appeal against an order?
An appeal to the appellate authority must be filed in Form APL-01 within three months from the date the order is communicated to you. The appellate authority can condone a delay of up to one further month if you show sufficient cause, but has no power to admit an appeal beyond that. The clock runs from communication of the order, which is usually the date it is served on the portal. Diarise the deadline the day you receive any adverse order, because gathering documents, computing the pre-deposit and drafting grounds takes time. Call +91 - 9600 606 444 immediately if your three-month window is already running.
What is a GST health check and does my business really need one?
A GST health check is a preventive review of your compliance before the department finds the gaps. It typically covers reconciliation of GSTR-1 with GSTR-3B and books, ITC matching against GSTR-2B, blocked credit review under Section 17(5), reverse charge exposure, e-invoice and e-way bill compliance, rate and classification checks, and pending return or payment issues. The output is a report quantifying exposures and the corrective steps, such as amendments in coming returns or voluntary payment through DRC-03. With scrutiny and audits now driven by data analytics, businesses in Old Pallavaram that self-review annually face far fewer notices than those that do not.
Is GST still charged on life and health insurance premiums?
No. With effect from 22 September 2025, premiums on all individual life insurance policies, including term plans, endowment plans and ULIPs, and all individual health insurance policies, including family floater and senior citizen plans, are exempt from GST. Reinsurance of these policies is also exempt. Earlier these premiums bore 18 percent tax. Note that the exemption applies to policies taken by individuals; certain group covers procured by businesses can still attract GST, and insurers can no longer claim input credit attributable to exempt policies. Policyholders should see the benefit directly in renewal notices.
What details must a GST tax invoice compulsorily contain?
Rule 46 of the CGST Rules prescribes the mandatory contents: your name, address and GSTIN; a consecutive serial number not exceeding sixteen characters, unique for the financial year; the date of issue; the recipient's name, address and GSTIN if registered; the HSN or SAC code; description, quantity and unit; total and taxable value; any discount; the rate and amount of CGST, SGST or IGST shown separately; place of supply with the state name for inter-state supplies; a declaration where tax is payable on reverse charge; and signature or digital signature of the supplier. Missing fields make the invoice defective and can jeopardise your buyer's credit.
How do I register my DSC on the GST portal, and why does the emSigner error keep appearing?
After logging in, open My Profile and select Register or Update DSC, choose the authorised signatory's PAN, and sign with the USB token; the certificate must be Class 3 and the PAN on it must match the signatory's PAN on the portal. Signing requires the emSigner utility running in the background, and the common failure to establish connection error means emSigner is not started, is blocked by the browser, or another application occupies its port. Run emSigner as administrator, keep the token connected, and use the trusted-site settings the portal recommends. We troubleshoot DSC issues for Old Pallavaram companies routinely; call +91 - 9600 606 444.
What are the common types of GST notices a business can receive?
The frequent ones are: REG-03 seeking clarification on a registration application; GSTR-3A for non-filing of returns; ASMT-10 pointing out discrepancies found on scrutiny of returns; DRC-01A intimating an ascertained tax liability before formal proceedings; DRC-01, the show cause notice under Section 73 or 74; ADT-01 intimating a departmental audit; REG-17 proposing cancellation of registration; RFD-08 proposing rejection of a refund claim; and summons under Section 70. Each has its own reply form and deadline, ranging from seven working days to thirty days, so identifying the notice type correctly is the first step in responding. When in doubt, call +91 - 9600 606 444.
Is GST payable under reverse charge on payments made to our company directors?
It depends on the capacity in which the director is paid. CBIC Circular 140/10/2020 settles the position: remuneration to a whole-time or executive director who is an employee, paid as salary with TDS under Section 192, is outside GST entirely as an employer-employee transaction. In contrast, sitting fees, commission and professional charges paid to independent or non-executive directors, typically suffering TDS under Section 194J, are taxable and the company pays 18 percent under reverse charge, claiming ITC. Companies in Old Pallavaram should split their director payments ledger accordingly, issue self-invoices for the RCM portion, and keep board resolutions and TDS treatment consistent as supporting evidence.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Old Pallavaram manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
Can my GST registration be cancelled for not filing returns?
Yes. Under Rule 21A, the department can suspend a GSTIN where returns are not filed for a continuous period, and Section 29 permits cancellation where a regular taxpayer has not filed returns for six months (two quarters for QRMP, and a composition taxpayer defaulting on the annual return beyond three months). During suspension you cannot issue tax invoices or file returns, which freezes the business. If cancellation happens, revocation must be sought through REG-21 within 90 days after clearing all dues. If you have received a suspension notice in Old Pallavaram, call +91 - 9600 606 444 immediately.
