Rule 21A(2A), inserted with effect from 22 December 2020, permits immediate suspension of a registration where a comparison of the returns filed under section 39 with the outward supplies reported in FORM GSTR-1, or with the inward supplies derived from the GSTR-1 filed by the taxpayer's own suppliers, shows significant differences or anomalies indicating contravention of the Act. CBIC directed that the taxpayer be intimated in FORM GST REG-31, or by email until that form is available on the portal, and be given thirty days to explain, after which the suspension is revoked or cancellation proceeds.

With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.
Practical effect: GST law in India runs from 1 July 2017, so the first return periods, the first annual return and all transitional credit deadlines are measured from that date.
GSTAT E-Filing Portal advisories, portal operational from 24 September 2025 · 2025-09-24
The GST Appellate Tribunal's e-filing portal at efiling.gstat.gov.in became operational on 24 September 2025, finally giving taxpayers a forum for second appeals against orders of appellate and revisional authorities. Filing of appeals is mandatorily electronic, and advisories prescribe a phased, staggered schedule so that the backlog does not congest the system, with backlog appeals against pre-existing orders permitted to be filed up to 30 June 2026.
What it means for you: List every unfavourable appellate order your business holds and calendar the GSTAT filing windows now, since the backlog window closes on 30 June 2026 and missed tribunal deadlines forfeit the appeal remedy.
