The Supreme Court held by majority that royalty payable under the mining law is a contractual consideration and not a tax. States retain legislative competence to impose taxes on mineral rights and on mineral-bearing land, and this power is not taken away by the central mining legislation. The Court overruled the contrary view taken in the earlier India Cement case, altering the fiscal position of mining and quarrying operations.

This notification prescribed the due dates for FORM GSTR-3B and waived the late fee under section 47 for registered persons who failed to furnish GSTR-3B for the months from July 2017 to September 2018 by the due date, where the pending returns were furnished between 22 December 2018 and 31 March 2019. It also restated the capped late fee of Rs 25 per day, and Rs 10 per day for nil returns.
What to do about it: This is the companion amnesty for GSTR-3B, and a Chennai business facing a stale late fee demand for that period should check whether its return fell inside the waiver window.

For supplies received from unregistered persons that are taxable under reverse charge, CBIC clarified that the Section 16(4) time limit for availing input tax credit is reckoned from the financial year in which the recipient issues the self-invoice, not the year of the supply itself. Where the self-invoice is issued belatedly, the recipient may still claim credit but is liable to interest for delayed tax payment and possible penal action for the documentation delay.
What it means for you: Missed reverse-charge liabilities of earlier years can still be regularised with credit intact by issuing the self-invoice now and paying tax with interest.
