With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.

Implementing the Finance Act, 2023 amendments to Sections 37, 39, 44 and 52, notified by Notification No. 28/2023-Central Tax, GSTN advised that from the July 2025 tax period the portal blocks filing of GST returns once three years have passed from their due date. The bar covers GSTR-1, GSTR-1A, GSTR-3B, GSTR-4, GSTR-5, GSTR-5A, GSTR-6, GSTR-7, GSTR-8 and GSTR-9. Taxpayers with old pending returns were urged to reconcile their records and file before the returns became permanently time-barred on the portal.
Why this matters: Clear every pending old return now, because once the three-year window closes the portal will not accept the return and registration consequences follow.
Circular No. 179/11/2022-GST, dated 3 August 2022 · 2022-08-03
Implementing the 47th GST Council recommendations, CBIC clarified that an electrically operated vehicle attracts the concessional five per cent rate whether or not it is fitted with a battery pack at the time of supply, ending a dispute that had hurt manufacturers using battery-swapping models. The circular also addressed the classification of fly ash bricks and blocks, by-products of milling of pulses and dal such as chilka and khanda, treated sewage water, and nicotine polacrilex gum.
What to do about it: Electric vehicle sellers should not be forced into eighteen per cent merely because the battery is billed or leased separately, and this circular is the answer to such a notice.
