The club collected membership subscriptions and admission fees which were spent on meetings, administration and communication, with no facility or benefit supplied to members in return. The Maharashtra Appellate Authority for Advance Ruling held that the collections merely defray shared expenses, that there is no supply of goods or services to members, and that the amounts are therefore not consideration liable to tax.
What to do about it: Chennai associations should note that Section 7(1)(aa), inserted with retrospective effect from 1 July 2017, now treats club to member supplies as taxable, so this reasoning no longer holds.

Meeting by video conference barely a fortnight after rollout, the Council found that the combination of a twenty-eight per cent rate and the compensation cess rates originally fixed had left cigarettes bearing less tax than under the earlier excise and VAT regime, handing manufacturers a windfall. The Council recommended an increase in the compensation cess rates on cigarettes so as to align the total GST incidence with the pre-GST level, and the revised cess rates were notified with effect from 18 July 2017.
Practical effect: It showed early on that the Council would move within days to correct a rate that produced an unintended windfall, in either direction.
Circular No. 158/14/2021-GST dated 6 September 2021 · 2021-09-06
Notification No. 34/2021-Central Tax extended the time limit for applying for revocation of cancellation of registration to 30 September 2021 in cases where the due date fell between 1 March 2020 and 31 August 2021. CBIC clarified that the benefit is available where the original thirty-day period, including any extension granted by the Joint, Additional or Commissioner level authority, expired within that window, and it explained the position for cases already rejected or pending.
What to do about it: Registrations cancelled during the pandemic got a further chance at revival under this window, and the same reasoning is used whenever a later window opens.
