CBIC found that persons whose registration had been cancelled for non-compliance were applying for a brand new registration rather than seeking revocation. Officers were directed to examine every fresh application closely, to check whether the applicant had an earlier registration at the same place of business, and to reject the application under rule 9 if the true purpose was to avoid the pending returns and dues attached to the old registration.
Practical effect: If your Chennai GSTIN has been cancelled, apply for revocation and clear the arrears; taking a new number at the same premises will simply be refused.
Notification No. 15/2018-Central Tax dated 23.03.2018 · 2018-03-23
This notification appointed 1 April 2018 as the date from which the substituted e-way bill provisions in rules 138 to 138D came into force. From that date an e-way bill became mandatory for inter-State movement of goods of consignment value exceeding Rs 50,000. Intra-State e-way bill requirements were rolled out State by State over the following weeks under State notifications, rather than by this Central notification.
What it means for you: For a Chennai business, inter-State e-way bills have been compulsory since 1 April 2018, while the Tamil Nadu intra-State position was notified separately by the State authority.
45th GST Council Meeting, Lucknow — 17 September 2021 · 2021-09-17
The Council decided that the rate changes needed to correct the inverted duty structure in the footwear and textiles sectors, discussed and deferred at an earlier meeting, would be implemented with effect from 1 January 2022. The correction involved moving fabrics, garments and footwear below the earlier value thresholds from 5 per cent up to 12 per cent so that output tax would exceed input tax and refund claims would cease. The Council also set up Groups of Ministers on rate rationalisation and on using technology to improve compliance.
What to do about it: Tamil Nadu's textile and footwear clusters faced a five to twelve per cent increase from January 2022, a decision the Council reversed for textiles on 31 December 2021, the eve of implementation.
