49th GST Council Meeting, New Delhi — 18 February 2023 · 2023-02-18
The 49th GST Council meeting decided to clear the entire balance of GST compensation dues to states, with the Centre releasing Rs 16,982 crore for June 2022 from its own resources pending cess collections. The Council also approved release of admissible final compensation to states that had furnished revenue figures certified by their Accountant General. This closed the five-year compensation window promised to states at the launch of GST, while cess collections continued to service the back-to-back loans taken during COVID.

Notification No. 16/2024-Central Tax · 2024-08-06
This notification appointed 1 April 2025 as the effective date for the Finance Act, 2024 amendments to Sections 2(61) and 20 of the CGST Act, making the Input Service Distributor mechanism compulsory. From that date, any office receiving invoices for input services attributable to multiple GSTINs of the same PAN, including reverse-charge services, must register as an ISD and distribute the credit monthly through ISD invoices and Form GSTR-6, ending the practice of routing common credits by cross charge.
What it means for you: Multi-branch businesses must obtain a separate ISD registration and re-route common service invoices such as audit, software and rent through it from April 2025, or risk losing the credit.
GSTN Advisory dated 3 March 2025 — biometric Aadhaar authentication for promoters and directors at any GST Suvidha Kendra in their home State · 2025-03-03
Under the risk-based process in Rule 8(4A) of the CGST Rules, a registration applicant flagged by the system must attend a GST Suvidha Kendra for photograph capture, biometric Aadhaar authentication and verification of original documents. GSTN advised during 2025 that a promoter or director may complete this step at any GST Suvidha Kendra in his or her home State, while the primary authorised signatory must still be verified at a centre in the State in which registration is sought.
How we apply it: Where a Chennai company has directors living outside Tamil Nadu, book their biometric appointments early, as registration is not granted until every required person is verified.
