The Council approved in principle four draft GST Rules covering Input Tax Credit, Valuation, Transitional Provisions and Composition, and approved the amended versions of five rules already cleared earlier, namely Registration, Return, Payment, Refund, and Invoice and Debit or Credit Note. The rules were to be circulated to the States and placed in the public domain for comment before final approval, which is how the CGST Rules, 2017 took the shape businesses work with today.

Pan masala, for example, moved from an ad valorem rate to a rate expressed as a proportion of retail sale price, a change designed to defeat undervaluation in the tobacco trade.
What to do about it: Tobacco and pan masala dealers must print and track retail sale price per pack, since the cess is now computed on that figure rather than the invoice value.
Coronation Arts Crafts - AAR Tamil Nadu, Advance Ruling No. 19/ARA/2022, dated 31 May 2022 · 2022-05-31
A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.
What to do about it: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.
