CBIC laid down a uniform procedure for interception of vehicles carrying goods. The officer issues a statement in FORM GST MOV-01, an order of inspection in MOV-02, records the inspection report in Part A of FORM GST EWB-03 within twenty-four hours and the final report in Part B within three days, and then releases the goods in MOV-05 or issues a detention order in MOV-06 with a notice in MOV-07. Confiscation follows in MOV-10 and MOV-11.

To revive the residential real estate sector, the Council recommended an effective GST rate of five per cent without input tax credit on residential properties outside the affordable segment, and one per cent without input tax credit on affordable housing, with effect from 1 April 2019. The Council reasoned that buyers would get a fair price, that disputes about builders not passing on credit would become irrelevant, and that unutilised credit which used to become a project cost would be removed.
What it means for you: Flat buyers in Chennai pay one or five per cent on under-construction purchases, but the builder cannot claim input credit, so the tax is embedded in the price rather than shown as recoverable.

The electronic credit ledger was blocked by a State Tax Officer. The High Court quashed the blocking, holding that Rule 86A permits only the Commissioner, or an officer authorised by him who is not below the rank of Assistant Commissioner, to exercise the power. A general delegation notification issued under the State GST Act could not override that express requirement written into the rule, so the order of the lower-ranked officer was without jurisdiction.
What to do about it: When your ledger is blocked, check the designation of the officer who signed the order — anything below Assistant Commissioner is open to challenge.
