It held that the term goods covers all types of movable property, tangible or intangible, provided the item can be abstracted, transmitted, transferred, delivered, stored and possessed. The 41st meeting was convened with a single agenda item, GST compensation to states and union territories, after collections collapsed during the pandemic. The Centre placed before the Council two borrowing options for meeting the compensation shortfall for 2020-21: a special window facilitated by the Reserve Bank of India for the portion of the shortfall attributed to GST implementation itself, or market borrowing of the entire estimated shortfall by the states, in both cases serviced from future compensation cess collections. States were given a short period to convey their choice.
What to do about it: The borrowings arranged here are why compensation cess continued to be collected on cess goods long after the five-year compensation period ended in June 2022.
GSTN Advisory dated 3 March 2025 — biometric Aadhaar authentication for promoters and directors at any GST Suvidha Kendra in their home State · 2025-03-03
Under the risk-based process in Rule 8(4A) of the CGST Rules, a registration applicant flagged by the system must attend a GST Suvidha Kendra for photograph capture, biometric Aadhaar authentication and verification of original documents. GSTN advised during 2025 that a promoter or director may complete this step at any GST Suvidha Kendra in his or her home State, while the primary authorised signatory must still be verified at a centre in the State in which registration is sought.
What it means for you: Where a Chennai company has directors living outside Tamil Nadu, book their biometric appointments early, as registration is not granted until every required person is verified.
