CBIC clarified four refund issues. The two-year time limit in section 54(1) does not apply to a refund of excess balance in the electronic cash ledger, and no certificate or declaration under rule 89(2)(l) or (m) is required for such a claim. Amounts deducted or collected as TDS or TCS under sections 51 and 52 and credited to the cash ledger are equivalent to cash and, once tax dues are met, the unutilised balance can be refunded as excess cash balance.
Why this matters: Money lying idle in the cash ledger, including unused TDS and TCS credits, can be claimed back at any time, which is useful for e-commerce sellers and government contractors.

The Authority held that toys containing electronic components attract 18 percent under the residual entry for electronic toys, irrespective of how those components are used, so children's scooters and smart tricycles with lights and music are taxed at 18 percent, while toys that work without electronics remain at 12 percent.

Giving effect to the 47th GST Council's rate rationalisation, this notification raised the rate on works contract services supplied to the Central Government, State Government, Union territory and local authorities from 12 per cent to 18 per cent with input tax credit, applying from 18 July 2022.
