The Authority held that where the contribution per member exceeds Rs. 7,500 a month, GST is payable on the entire contribution and not merely on the amount above Rs. 7,500. The Madras High Court subsequently held, in Greenwood Owners Association, that only the excess over Rs. 7,500 is taxable, and associations now follow that judicial position.

CBIC clarified several refund issues: the value of export goods, for both 'turnover of zero-rated supply of goods' and 'adjusted total turnover' under Rule 89(4), is the lower of the FOB value declared in the shipping bill and the value declared in the tax invoice; the scope of the undertaking required in Form RFD-01 in relation to Section 16(2)(c) was explained; refund of accumulated credit is admissible even where the credit pertains to invoices of an earlier period but was availed in the refund period; and the manner of computing refunds where GSTR-2B based restrictions apply was set out.
Practical effect: Exporters should compute refund claims using the lower of FOB and invoice value and cite this circular when officers seek unwarranted undertakings or reject earlier-period credit.

From 22 September 2025 articles of apparel and clothing accessories of Chapters 61 and 62, other made-up textile articles of Chapter 63 and footwear of Chapter 64 attract five per cent where the sale value does not exceed Rs 2,500 per piece or per pair, and eighteen per cent where it exceeds that figure. The old thresholds of Rs 1,000 for garments and the flat twelve per cent on all footwear are gone, and the test is sale value, not maximum retail price.
Why this matters: A T. Nagar garment or footwear retailer must map every stock keeping unit against Rs 2,500 of actual sale value, because that single figure determines whether five or eighteen per cent applies.
