Under the risk-based process in Rule 8(4A) of the CGST Rules, a registration applicant flagged by the system must attend a GST Suvidha Kendra for photograph capture, biometric Aadhaar authentication and verification of original documents. GSTN advised during 2025 that a promoter or director may complete this step at any GST Suvidha Kendra in his or her home State, while the primary authorised signatory must still be verified at a centre in the State in which registration is sought.
What to do about it: Where a Chennai company has directors living outside Tamil Nadu, book their biometric appointments early, as registration is not granted until every required person is verified.

Where a resolution plan is approved by the adjudicating authority under the Insolvency and Bankruptcy Code and the government's claim is scaled down, the tax department cannot continue to pursue the original demand. The Board directed officers to give effect to the approved plan by issuing an intimation in FORM GST DRC-25 under Rule 161, reducing the demand in the recovery records to the amount admitted in the plan, and to close recovery proceedings for the balance.
Practical effect: If a Chennai company has come out of insolvency, insist on a DRC-25 intimation so that the old demand stops appearing in the recovery register and blocking registration or refunds.

The Supreme Court held that where a developer enters into an agreement with a buyer before construction is completed, the construction carried out thereafter is executed for the buyer and constitutes a works contract liable to tax. Tax can be levied only on the value of goods incorporated after the agreement date, and the value of land must be excluded. This judgment underpins the current GST treatment of under-construction property sales.
What it means for you: Chennai builders must charge GST on units booked before completion, and must correctly exclude the land component from the taxable value.
