This notification appointed 1 April 2018 as the date from which the substituted e-way bill provisions in rules 138 to 138D came into force. From that date an e-way bill became mandatory for inter-State movement of goods of consignment value exceeding Rs 50,000. Intra-State e-way bill requirements were rolled out State by State over the following weeks under State notifications, rather than by this Central notification.
Why this matters: For a Chennai business, inter-State e-way bills have been compulsory since 1 April 2018, while the Tamil Nadu intra-State position was notified separately by the State authority.

The Namakkal manufacturer made carbonated beverages containing fruit juice and sought classification under the fruit pulp or fruit juice based drinks entry taxed at 12 percent. The Authority held that once carbon dioxide is added the product is classifiable under heading 2202 10 as waters containing added carbon dioxide and flavouring, and not as fruit juice under heading 2009, so the higher rate applicable to that entry along with compensation cess applies. The Appellate Authority upheld that view.
Why this matters: Chennai beverage makers must check whether the drink is carbonated before applying the 12 percent fruit drink rate.

CBIC clarified that transactions in vouchers are neither a supply of goods nor of services. Where a voucher is dealt with on a principal-to-principal basis, no GST arises on its sale or distribution. Where a distributor acts as an agent for a commission, GST applies on that commission. Additional services such as marketing, customisation and technology support are taxable at eighteen per cent, and unredeemed vouchers, or breakage, do not attract GST as no supply takes place.
What it means for you: Retailers and platforms issuing gift vouchers should charge GST only on the underlying goods at redemption and on any commission earned, not on the voucher sale itself.
