To back up the registration processing instruction, CBIC required every CGST Zone to publicise a dedicated email address for registration grievances on its website and on the notice board of the concerned office. Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.

The CGST (Second Amendment) Rules, 2023 inserted Rule 88D, under which the portal auto-intimates a taxpayer in Form DRC-01C when ITC claimed in GSTR-3B exceeds that available in GSTR-2B beyond the prescribed limit. The taxpayer must pay the difference or explain it within seven days, failing which the next GSTR-1 is blocked. The rules also tightened Rule 10A, requiring bank account details within thirty days of registration or before filing GSTR-1, with suspension for default.
What to do about it: Monitor the 2B-versus-3B gap every month, because DRC-01C is system-generated and ignoring it freezes outward supplies filing; also furnish bank details immediately after registration.

Resident welfare associations challenged the CBIC circular and AAR view that once monthly maintenance exceeds Rs 7,500 per member, GST applies on the entire amount. The Madras High Court held that the exemption operates up to Rs 7,500, and only the amount in excess of that threshold is taxable — the term 'up to' marks a clear slab. The circular's contrary interpretation was quashed as contrary to the exemption notification.
