Invoking Section 168A once more, CBIC extended compliances whose due dates fell between 15 April 2021 and 29 June 2021 to 30 June 2021. The first notification of 1 May 2021 set the outer date at 31 May 2021 and the second of 1 June 2021 moved it to 30 June 2021. The relief covered completion of proceedings, passing of orders, issue of notices, filing of appeals, replies and applications, but excluded return filing and tax payment which were dealt with separately.
What to do about it: Any appeal, reply or refund application that fell due during the second wave gets the benefit of this extension, which is worth checking before conceding that a claim is time-barred.

Three clarifications were given. From 1 January 2021 the date of the debit note, and not the date of the underlying invoice, determines the financial year for the time limit in section 16(4), so credit on an old invoice can still be taken through a later debit note. Where an invoice carries an Invoice Reference Number under the e-invoicing system, the transporter need not carry a physical copy. The bar on refund of unutilised credit applies only to goods actually subjected to export duty.
What to do about it: This restored credit on debit notes for earlier years and removed the need to carry paper invoices once e-invoicing is in place.
9th GST Council Meeting, New Delhi — 16 January 2017 (Signed Minutes, Agenda Item 5) · 2017-01-16
With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.
How we apply it: GST law in India runs from 1 July 2017, so the first return periods, the first annual return and all transitional credit deadlines are measured from that date.
