Notification No. 14/2022-Central Tax · 2022-07-05
The Central Goods and Services Tax (Amendment) Rules, 2022 inserted Rule 88B, which prescribes the manner of computing interest on delayed payment of tax and on wrongly availed and utilised credit, giving statutory form to the net cash liability principle. The notification also revised Table 4 of Form GSTR-3B so that gross credit, permanent reversals and temporary reversals are reported separately, and permitted payment of tax through unified payments interface and immediate payment service.
Why this matters: From the July 2022 return onwards, a Chennai business must report reversals correctly in the revised Table 4, since the department reconciles that table directly against GSTR-2B.

The Maharashtra Appellate Authority for Advance Ruling held that the collections merely defray shared expenses, that there is no supply of goods or services to members, and that the amounts are therefore not consideration liable to tax.
Why this matters: Chennai associations should note that Section 7(1)(aa), inserted with retrospective effect from 1 July 2017, now treats club to member supplies as taxable, so this reasoning no longer holds.
GSTN Advisory, November 2023 — two-factor authentication for logging into the GST portal · 2023-11
GSTN introduced two-factor authentication for the GST portal. Besides the user identity and password, a one-time password is delivered to the primary authorised signatory's registered mobile number and e-mail address, and must be entered to complete login. The measure was piloted in selected states and then extended in phases across the country, covering taxpayers as well as their sub-users. Login fails if the registered contact details on the portal are outdated and the one-time password cannot be received.
