GSTN Advisory — Invoice Management System, live from 14 October 2024 · 2024-10-14
GSTN launched the Invoice Management System (IMS) on the portal from 14 October 2024. Buyers can now view each invoice uploaded by suppliers in GSTR-1, IFF or GSTR-1A and mark it as accepted, rejected or pending. These actions determine what flows into GSTR-2B, with the first IMS-based GSTR-2B generated on 14 November 2024 for the October 2024 period. Records left without action are treated as deemed accepted.
Practical effect: Set up a monthly IMS review before your GSTR-2B is generated so wrong or fraudulent supplier invoices do not silently enter your ITC.
Circular No. 184/16/2022-GST · 2022-12-27
Where an Indian transporter supplies goods transport services to a registered Indian recipient but the destination of the goods is outside India, the proviso to Section 12(8) of the IGST Act fixed the place of supply outside India. The Board clarified that this remains an inter-State supply on which integrated tax is payable, that the supplier must report it correctly in GSTR-1, and that the Indian recipient is entitled to input tax credit. The proviso itself was later omitted with effect from 1 October 2023.
Practical effect: Chennai exporters and freight users should not reverse credit on such transport invoices for the period the proviso was in force.
Notification No. 05/2022-Central Tax (Rate) dated 13.07.2022 · 2022-07-13
This notification inserted a new entry in the services reverse charge list so that, from 18 July 2022, where a residential dwelling is rented to a registered person, that registered person must pay the tax. The landlord does not charge GST and often is not even registered. The registered tenant issues a self-invoice, pays 18 per cent in cash and takes credit where the premises are used for business. The measure targeted rent paid by companies for guest houses and employee accommodation.
Practical effect: Any Chennai registered business paying rent for a residential flat must self-invoice and pay GST on that rent every month.
