The Council approved a scheme to incentivise digital payment under GST. Concessions were to be given on B2C transactions paid through RuPay debit card, UPI, BHIM, USSD or BHIM-Aadhaar, by way of an automated refund to the consumer's account of twenty per cent of the total GST paid, subject to a ceiling of Rs 100 per transaction shared equally between CGST and SGST. The purchaser would be informed by SMS. The scheme was to run on a pilot basis in Assam, Tamil Nadu and any other volunteering State.

Tvl. Suguna Cutpiece Center v. Appellate Deputy Commissioner (ST) (GST) — Madras High Court, 2022 · 2022-01-31
For a batch of taxpayers whose registrations were cancelled for non-filing of returns and who missed the revocation and appeal deadlines, the Madras High Court held that keeping them outside the GST regime serves no revenue purpose. It directed restoration of registrations subject to conditions: filing all pending returns, paying tax dues with interest and late fee in cash without using unverified ITC, and allowing departmental verification. This decision is now applied across High Courts.

Saro Enterprises - AAR Tamil Nadu (2018), upheld by AAAR Tamil Nadu, order dated 6 February 2019 · 2018
The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.
What to do about it: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.
