Rule 86B, CGST Rules, 2017, inserted by Notification No. 94/2020-Central Tax · 2020-12-22
Rule 86B, effective 1 January 2021, bars a registered person whose taxable turnover in a month exceeds Rs 50 lakh from discharging more than ninety-nine per cent of the output tax liability for that month from the electronic credit ledger. At least one per cent must come from cash. Exemptions apply where the proprietor, managing director or partners have paid more than Rs 1 lakh as income tax in each of the last two years, or where a large refund has been received on exports or an inverted duty structure.
Practical effect: A Chennai business billing above Rs 50 lakh a month cannot run purely on credit and must budget for a minimum cash outgo each month unless it fits an exemption.
GSTN Advisory dated 7 June 2025 — non-editable auto-populated liability in GSTR-3B · 2025-06-07
After an October 2024 advisory and a January 2025 deferment, GSTN confirmed that from the July 2025 tax period the auto-populated outward tax liability in GSTR-3B, drawn from GSTR-1, IFF or GSTR-1A, is hard-locked and cannot be edited manually while filing. Any correction to sales figures must be made through GSTR-1A before GSTR-3B is filed. The change is intended to end mismatches between GSTR-1 and GSTR-3B.
Practical effect: Reconcile sales data before filing GSTR-1 each month, since GSTR-3B can no longer be adjusted at the last minute.

CBIC explained the scope of the reverse charge entry on renting of motor vehicles. It clarified that the entry applies where the supplier is any person other than a body corporate who pays tax at 5 per cent, supplies the service to a body corporate, and does not issue an invoice charging tax at 12 per cent with full input tax credit. Where the supplier is itself a body corporate, or charges 12 per cent, the recipient has no reverse charge liability.
Why this matters: Chennai companies should obtain a written confirmation of the rate and constitution of their cab operator, since that single fact decides who pays the tax.
