The GST Appellate Tribunal's e-filing portal at efiling.gstat.gov.in became operational on 24 September 2025, finally giving taxpayers a forum for second appeals against orders of appellate and revisional authorities. Filing of appeals is mandatorily electronic, and advisories prescribe a phased, staggered schedule so that the backlog does not congest the system, with backlog appeals against pre-existing orders permitted to be filed up to 30 June 2026.
Practical effect: List every unfavourable appellate order your business holds and calendar the GSTAT filing windows now, since the backlog window closes on 30 June 2026 and missed tribunal deadlines forfeit the appeal remedy.

CBIC clarified that the holding of shares by a holding company in its subsidiary is a transaction in securities, and securities are excluded from the definition of both goods and services. Holding shares therefore cannot be treated as a supply of service by the holding company to the subsidiary, and no GST can be demanded on a notional value for such shareholding. Demands raised on this reasoning in audits were directed to be dropped.

A landowner obtained approval to develop agricultural land into residential plots and proposed to sell the plots after laying roads, drainage, water lines and other common facilities required by the plan sanction. The Gujarat Authority for Advance Ruling held that the sale price includes the value of development works, so the transaction is a taxable supply of construction service and not a bare sale of land. CBIC later clarified that sale of land after levelling, laying drainage lines and similar works is still sale of land under Schedule III and outside GST.
