Acting on a Group of Ministers report, the Council cut rates on COVID relief goods until 30 September 2021. Tocilizumab and Amphotericin B moved to nil, while Remdesivir and anti-coagulants such as heparin were reduced to 5 per cent. Medical grade oxygen, oxygen concentrators, ventilators, BiPAP machines, COVID testing kits and specified diagnostic kits all moved from 12 to 5 per cent. Pulse oximeters, hand sanitiser, temperature check equipment and crematorium furnaces moved to 5 per cent, and ambulances from 28 to 12 per cent.

What it means for you: These were temporary rates with a hard expiry, so suppliers must be able to show that concessional invoices fall inside the notified relief period.

Note, though, that where the relevant RCM entry itself exempts supplies made to unregistered recipients, no liability arises until you are otherwise registered. Composition dealers get no relief once registered: they must pay RCM at the full normal rates in cash and cannot claim any credit, making RCM a pure cost for them. Is Aadhaar authentication compulsory for GST registration?
Aadhaar authentication is not compulsory, but it is strongly recommended. When the promoter and authorised signatory complete Aadhaar OTP authentication, the application is processed on the fast track and deemed approval applies if the officer does not act within seven working days. Without Aadhaar authentication, the department treats the application as higher risk, physical verification of the business premises is usually ordered, and approval can take up to thirty days. Yes, with an important condition. Under Rule 32(5), a dealer in second-hand goods who sells used jewellery as it is, or after minor processing such as cleaning and polishing that does not change its nature, can pay GST on the margin, the difference between selling and purchase price, with no tax if the margin is negative. The concession is lost the moment you melt the old jewellery and manufacture a new ornament, because the goods change form; the new piece is then taxed at 3% on full value. Maintain separate stock registers for as-is resale and melting lots to protect the margin claim.
Do I have to pay GST on my Adobe, Canva or AWS subscriptions billed from abroad?
If you are GST-registered and the foreign supplier has not charged Indian GST, yes. Services received from a supplier located outside India for business purposes are an import of services, taxable in your hands under reverse charge at 18 percent. What is the penalty for running a business without GST registration?
A taxable person who is liable to register but fails to do so faces a penalty of Rs.10,000 or the amount of tax evaded, whichever is higher, under Section 122 of the CGST Act. Beyond the penalty, the department can demand the tax for the entire unregistered period with interest at 18 percent per annum, and you cannot recover that tax from customers you billed without GST. Goods moved without registration and e-way bills, required for consignments above Rs.50,000, also risk detention. If your turnover has crossed the threshold, registering within thirty days is far cheaper than regularising later.
Is GST charged before or after the discount shown on my invoice?
Discounts given before or at the time of supply and recorded on the face of the invoice are excluded from the value of supply under Section 15(3)(a). You therefore charge GST on the net amount after discount. For example, a Rs.10,000 item with a 10 percent trade discount shown on the invoice is taxed on Rs.9,000. The condition is documentation: the discount must appear on the invoice itself. Informal reductions settled outside the bill do not reduce taxable value. I am a composition dealer. Which returns apply to me and when?
Composition taxpayers do not file GSTR-1 or GSTR-3B. Instead, you pay tax every quarter through statement CMP-08, due by the 18th of the month following the quarter, and file one annual return, GSTR-4, by 30 June following the financial year.
